This is a notice of intent to negotiate a sole source contract with Eaton Corporation for a one-time Service Life Extension Program (SLEP) refit of Uninterruptible Power Supply (UPS) equipment at the Madison, WI VAMC. The procurement is being conducted under FAR Part 13 Limited Source Justification, as Eaton Corporation is considered the only responsible source capable of meeting the government's requirements.

• One-time Service Life Extension Program (SLEP) refit for UPS equipment.

• The service must be performed by the Original Equipment Manufacturer (OEM) or an authorized entity.

• No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. Only new OEM items are acceptable.

• No gray market or counterfeit items are permitted.

• This is a sole source procurement intended for Eaton Corporation.

• The contract type is not specified, but it is for a one-time service.

• This notice is NOT a request for competitive quotes.

• No solicitation documents are available.

• Any firm believing it can meet these requirements must submit written notification to the Contracting Officer by 03-27-2026, 2:00 PM Central Time.

• Supporting evidence must demonstrate the ability to comply, including proof of authorized access to OEM proprietary software, tools, and parts, and OEM certification.

• The government reserves the sole discretion to determine whether to compete the procurement based on responses received.

• This is a sole source justification. Bidders must be the OEM, an authorized dealer, distributor, or reseller, verified by an authorization letter from the OEM.

The Department of Veterans Affairs (VA) is conducting market research to identify vendors capable of providing Service Life Extension Program (SLEP) refit and maintenance services for an Eaton 9390 Uninterruptible Power Supply (UPS) system located at the William S. Middleton VA Medical Center in Madison, Wisconsin.

• Perform a Service Life Extension Program (SLEP) refit for an Eaton 9390 UPS.

• Replace internal UPS electronics: Mini CSB, Static Switch, Power Modules, Control Board, Interface Board, Power Supplies, and Terminal Blocks.

• Replace forty (40) 390n Watt batteries.

• Clean contactors and inspect system components.

• Provide a one-year service plan including corrective maintenance coverage (7x24).

• Provide one year of parts and labor coverage.

• Provide guaranteed 8-hour onsite emergency response time.

• Equipment must function in accordance with applicable industry standards (NEC, NFPA99, UL, OSHA, VA, etc.).

• Equipment uptime must meet or exceed 95% availability during normal operating hours.

• Perform preventive maintenance in accordance with manufacturer specifications.

• This is a market research notice, not a solicitation. The government is seeking information for planning purposes and may or may not issue a solicitation in the future.

• Interested vendors shall submit a capability statement demonstrating experience performing UPS maintenance, repair, or SLEP services.

• Capability statements should include company name, address, UEI or DUNS number, point of contact, business size under NAICS 811210, and socioeconomic status.

• Vendors should demonstrate experience servicing Eaton or equivalent UPS systems and provide qualifications of Field Service Engineers.

• Capability statements must be submitted no later than Friday, March 20, 2026 at 9:00 AM CST.
