Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective is to replace faulted and/or unreliable medium voltage cables (DAN-4) supplying the Orlando VA Healthcare System (OVAHCS) Lake Nona Clinic, restoring power to critical infrastructure without splices, unless approved by the contracting officer.

• Replace conductors and terminations for circuit DAN-4, feeding from the Central Energy Plant through manholes to Clinic substation CN1-S1.

• Verify total circuit length (approx. 2,300-1,000 linear feet).

• Procure and install three (3) new 15KV, 4/0 AWG copper MV-105 cables, one (1) 15KV, 4/0 XHHW copper ground cable, and associated materials.

• Ensure new feeders meet or exceed electrical specifications of faulted cables being removed.

• Terminate, torque, and fire-tape feeders according to NEC, industry, manufacturer, and switchgear standards.

• Utilize approved cable pulling procedures and provide a service loop in all manholes.

• Replace/repair manhole grounding conductors and adjacent circuit bonding.

• Label and placard all feeders.

• Certify new cables via megger testing and VLF testing (3rd party certified company).

• Install a new 6" x 6" x 48" galvanized steel junction box trough in the interstitial space for cable pulling.

• Correct violations in the Central Energy Plant A-side Normal switchgear cubicle DAN4 & DAN5 rear cubicles, including installing a new OEM troffer and rerouting DAN4 cables.

• Repair or replace damaged mechanical interlock switches on substation CN1-S1/S2 GE BreakMaster Load Interrupter for feeders DAN-4 and DAN-17.

• All work must meet or exceed standards.

• Contractor is responsible for LOTO process and employee safety per NFPA 70E and OSHA standards.

• Test and validate all circuits are de-energized daily before work.

• Deliver daily confined space documents/logs weekly.

• Warranty all work for not less than 1 year.

• Performance will be evaluated based on a PRS Matrix (98% acceptable level for Emergency Voltage System Repair, 100% acceptable level for Deliverables).

• Deficiencies must be corrected within three (3) days of notification.

• Period of Performance: As soon as possible.

• Place of Performance: Orlando VA Medical Center, 13800 Veterans Way, Orlando, FL 32827.

• Hours of Operation: Monday-Friday, 8:00 a.m. - 4:30 p.m. Evening/Weekend hours may be required and will be coordinated with the VA POC.

• This is a non-personal service contract.

• Contractor provides all labor, materials, equipment, and transportation.

• Contractor must comply with NEC, OSHA, NFPA 70E, and other applicable standards.

• Contractor is responsible for pumping out and draining manholes daily.

• No work on Federal holidays or Government-directed closings.

• Contractor must notify VA POC 7 days prior to project start for parking and instructions.

• Contractor must notify VA POC 7 days prior to start to coordinate scheduled power outages.

• Contractor is responsible for all refuse, rubbish, scrap materials, and debris removal.

• Contractor must comply with all records management obligations, including VHA training for employees handling Federal records.

• The VA owns all data and records produced under this contract.
