J061--Triennial Electrical Inspection - VAACC Columbus

This is a combined synopsis/solicitation for commercial items, issued as an RFQ, for non-personnel services to perform a triennial electrical inspection and preventive maintenance survey at the Chalmers P. Wylie VA Ambulatory Care Center (VAACC) in Columbus, Ohio. The inspection must comply with National Fire Protection Association (NFPA) 70B, The Joint Commission standards, and ANSI/NETA MTS-2019.

• Perform testing on the electrical distribution system, including transformers (500KVA or larger), dry type transformers, switchgears, switchboards, distribution panels, motor control centers, and related components.

• Specific tasks include cleaning, inspection for overheating/damage, testing circuit breakers, ground fault protection devices, and ground resistance.

• Identify hot spots using infrared scanning while the system is energized.

• Calibrate and maintain adjustable protective relays.

• Full testing required for breakers rated above 200 Amps.

• Provide a complete written report (3 hard copies and 1 CD-ROM) within 14 days of completion, detailing work performed, equipment, test data, and recommendations.

• Contractor is responsible for coordinating with American Electric Power (AEP) for main feed disconnection/reconnection.

• Work must be performed during non-business hours (7:00 PM - 6:00 AM, Monday-Friday).

• Anticipated contract type: Firm-Fixed Price.

• Period of Performance: 180 days from award. Work must commence within 30 days of award.

• Evaluation Factors: Best value to the Government, considering Pricing, Technical capability (meeting SOW requirements, understanding of SOW, proper licensing/certifications), and Past Performance (quality, relevancy, recency).

• Site Visit: Strongly recommended, scheduled for March 24, 2026, at 9:00 AM EST.

• Minimum of five years of experience in electrical system maintenance, inspection, and testing is required.

• Compliance with NFPA 70B, NFPA 70E, and OSHA standards is mandatory.

• Offerors must complete annual representations and certifications electronically via SAM.gov.

• A completed and signed Limitation on Subcontracting Certificate (VAAR 852.219-75) is required with the quote.

The Department of Veterans Affairs (VA) is seeking non-personnel services to perform triennial electrical inspection and testing of the electrical distribution system at the Chalmers P. Wylie Ambulatory Care Center (VAACC) in Columbus, Ohio. The services must comply with National Fire Protection Association (NFPA) 70B, The Joint Commission, and ANSI/NETA MTS-2019 standards.

• Perform required testing on the electrical distribution system, including transformers (500KVA or larger), dry type transformers, switchgears, switchboards, distribution panels, motor control centers, and related components.

• Specific tasks include interior cleaning, inspection for overheating and damage, lubrication of moving parts, testing of circuit breakers, ground fault protection devices, and ground resistance.

• Identify hot spots using infrared scanning while the system is energized, taking appropriate safety precautions.

• Replace or tighten loose, broken, or corroded connections to meet manufacturer specifications.

• Calibrate and maintain adjustable protective relays.

• Test all control systems equipment for proper operation.

• Full testing for all breakers rated above 200 Amps.

• Provide a complete written report within 14 days of completion, including company information, contractor details, contract number, dates/times of work, copies of licenses/certifications, equipment used, equipment details, work descriptions, test data, and recommendations for corrective actions.

• Notify the COR immediately of any devices that do not pass testing or inspection.

• Contractor is responsible for coordinating with American Electric Power (AEP) for main feed disconnection and reconnection.

• Contract Type: Firm-Fixed Price anticipated.

• Period of Performance: 180 days from award, with work to commence within 30 days of award.

• Contractor Qualifications: Must be certified by NETA as a NETA Certified Technician and have completed OSHA 10-hour construction safety training. Minimum of five years of experience in similar facilities. Must have safety training compliant with OSHA 29 CFR 1910 Subpart S and NFPA 70E.

• A site visit is scheduled for Wednesday, March 24, 2026, at 9:00 AM EST.
