Scope of Work
The contractor will perform maintenance, inspection, testing, and calibration of the Electrical Power Distribution System and its components. Key tasks include:
- System Function Tests and Infra-Red (IR) Scanning (performed while energized, with a second scan to verify corrections).
- A 4-hour power outage test involving the opening and alternate closing of utility medium voltage sources, with the contractor providing load bank equipment and assisting with troubleshooting.
- Generator load bank testing during the 4-hour outage, at specified load percentages.
- Work affecting critical care areas will be scheduled for weekends (Saturdays and Sundays, 7:00 AM - 5:00 PM). VA staff will de-energize/re-energize equipment; the contractor will rack and test.
- A comprehensive written test report is required within seven days of completion (four hard copies, one electronic).
- Personnel Qualifications: The contractor and its employees must be certified by the International Electrical Testing Association (NETA) or an equivalent organization. On-site crew leaders must hold a current ANSI/NETA ETT certification (Level III or higher). All personnel require OSHA 10-hour safety training, with at least one crew leader holding OSHA 30-hour certification.
- Compliance with standards such as NFPA 70, 70B, 70E, 99, 110; OSHA 29 CFR 1910; VHA Directive 1028; and ANSI/NETA MTS-2015 is mandatory. The contractor must provide all necessary, calibrated tools, equipment, and PPE, including Hazard Risk Category 3 Arc Flash Suits.
