Statement of Work (SOW)

To provide full service and preventive maintenance (PM) for medical gas systems at the New Jersey Healthcare System's Lyons and East Orange campuses.

• Perform quarterly PM services on specified medical gas equipment.

• Provide all labor, materials, and equipment for the PM program.

• Conduct inspections and testing in accordance with VHA Directive 7515(1), NFPA 99, and this SOW.

• Evaluate medical/dental compressed air and medical vacuum systems for compliance.

• Contractor employees must hold ASSE 6040 (maintenance) and ASSE 6030 (inspection/testing) certifications.

• Minor repairs are to be made on-site; more complex repairs require a separate quote and Contracting Officer approval.

• Replace parts per manufacturer's recommended intervals.

• Dispose of used parts.

• Quarterly service reports must be sent to the Contracting Officer's Representative (COR).

• Reports must detail completed PM checks, identified problems, and deficiencies.

• Inspection reports must include test parameters such as terminal performance, valve testing, cross connections, alarm testing, leak detection, equipment evaluation, contaminant, particulate, and dewpoint testing.

• Service reports must be signed by the service provider and COR.

• An electronic version of the report must be submitted to the COR.

• Period of Performance: One year from award, with four (4) option years. Services are provided quarterly (July, October, January, April).

• Place of Performance: VA New Jersey Healthcare System, East Orange Campus and Lyons VA Medical Center.

• Work Hours: Monday-Friday, 8:00 AM to 4:30 PM. Emergency services require CO approval. No work on Saturdays, Sundays, or Federal Holidays unless scheduled and approved.

• ASSE 6040 and ASSE 6030 certifications for personnel.

• Compliance with VHA Directive 7515(1) and NFPA 99.

• Specific parts lists are provided for East Orange and Lyons equipment.

• Repair procedures require pre-approval for work beyond standard PM.

This solicitation is for Medical Dental House Air and Med Vacuum Service at the East Orange VA Medical Center and the Lyons VA Medical Center in New Jersey.
