Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for maintaining Magview software, which is used for Mammography at the New Mexico VA Health Care System (NMVAHCS). The software provides reporting, patient workflow, risk assessments, and supports MQSA compliance. The goal is to ensure the software remains functional through regular updates and technical support.

• Software Maintenance: Contractor is responsible for maintaining the software according to manufacturer recommendations, including upgrades, updates, enhancements, and installations.

• Verification: Contractor must verify that serviced equipment is fully functional before closing a ticket.

• Reporting: An electronic Field Service Report must be delivered, detailing service performed and confirming quality assurance tests.

• Technician Certification: Service technicians must be certified for the specified equipment, with documentation provided.

• Non-Contract Charges: Services resulting in additional charges require prior approval from the Contracting Officer.

• Payment: Payments are made in arrears upon receipt of a properly prepared invoice.

• Support: Unlimited telephone technical support and onsite service calls are provided.

• Response Time: Telephone response from field service engineers (FSE) or Technical Support must be within four (4) hours during normal business hours (7:00 am - 4:00 pm Mountain Time, Monday-Friday).

• Emergency Services: For services exceeding the Statement of Work, authorization is required. If within the Contracting Officer's Representative's (PROGRAM POINT OF CONTACT) Government Purchase Card (GPC) threshold, the POC can authorize payment. For costs exceeding the GPC threshold, the Contracting Officer (CO) must approve.

• On-site: FSE must be on-site within 48 hours of an emergency modification notification.

• Reports must be provided to Biomedical Engineering and include:

  • Date(s) and period of service
  • Technician's name
  • Equipment details (model, serial number)
  • Description of the complaint
  • Description of services performed (upgrades, updates, etc.)
  • List of parts installed/replaced (if applicable)
  • Total labor and travel hours

• Reports must be emailed to ABQBIOMED@va.gov. Failure to comply is a failure to perform.

• Contractor personnel are subject to Federal laws, regulations, and VA directives regarding information security.

• Certification and Accreditation (C&A) requirements do not apply as contractor-owned IT devices will not connect to the VA internal network.

• Prior CO approval is required for any contractual relationship involving disclosure of information.

• Comprehensive breast imaging workflow management.

• Capability to generate structured breast-imaging reports.

• Tools for technologists to manage patient intake and communicate with radiologists.

• Patient history collection via electronic forms or tablet-based interfaces.

• Methods for delivering patient communications.

• Features supporting regulatory compliance and quality assurance.

• Integration of breast cancer risk assessment tools.

• Outcome tracking and analytics modules.

• Interoperability with common healthcare information systems (EHR, RIS, PACS).

• Ability to extract structured data from radiologist reports.

• Patient-facing tools (portals, mobile access).

• Diagramming or annotation tools for documentation.

• Configurable workflow automation.

• A minimum 90-day warranty for workmanship and parts.

• Work outside normal hours requires CO approval.

• Hardware/software modifications, upgrades, etc., are to be performed during normal hours at no additional charge.

• One base year plus four one-year options.

Request for Information (RFI) - Sources Sought

This RFI is for market research purposes only to identify interested and capable Small Businesses (including SDVOSB/VOSB) for the procurement of NMVA MagView OR EQUAL Licenses & Software Support for the VA New Mexico Healthcare System. It does not constitute a solicitation.

• Delivery of NMVA MagView OR EQUAL Licenses & Software Support B+4OYs meeting Salient Characteristics (detailed in an attached Draft SOW).

• Services to be provided by the contractor with all necessary resources as described in the Draft SOW.

• The requirement is for "NMVA MagView OR EQUAL Licenses & Software Support B+4OYs".

• NAICS Code: 513210 – Software Publishers.

• The period of performance appears to be 5 years (Base Year + 4 Option Years), with specific dates outlined for each year from 6/20/2026 to 6/19/2031.

• Responses are due by Friday, May 22, 2026, at 5:00 PM Pacific Time.

• Responses must be submitted via email only to Dyne.Kim@va.gov.

• Gray market or remanufactured items are not acceptable; new equipment only.
