Statement of Work (SOW)

To provide comprehensive, full-service support for Omnicell pharmacy automation systems, including hardware and software, at the Eastern Colorado Healthcare System (main facility and CBOCs).

• Full-service support encompassing hardware and software for Omnicell systems.

• Services include emergency service, repairs, preventative and corrective maintenance, labor, travel, unlimited parts, technical support, application support, and factory-authorized updates/modifications/upgrades.

• All services must adhere to Original Equipment Manufacturer (OEM) specifications.

• Field service engineers must be factory-trained and authorized.

• All parts and software must be certified new from the OEM.

• Cloud-based software subscriptions are included.

• Periodic software enhancements are part of the contract.

• Parts exchange for repairs (excluding instruments and accessories) is covered.

• Labor and travel expenses during normal business hours are covered.

• Additional equipment may be added or removed during the contract period.

• Operational Uptime: Equipment/system must be operable and available for use 98% of normal operating hours.

• Guaranteed Response Time: OEM certified Field Service Engineer (FSE) to respond within 24 hours of notification.

• Live Phone Support: 24 hours/day, 7 days/week.

• After Hours Phone Support: 24 hours/day, 365 days/year.

• Period of Performance: Base Year: 05/01/2026 – 03/30/2027. Option Year 1: 05/01/2027 – 03/30/2028. Performance start date may adjust based on contract award date.

• Staffing: FSEs must be OEM trained and qualified with a minimum of two years of experience (unless equipment is new). Proof of training required upon demand.

• Security: Contractor personnel are subject to federal laws, regulations, standards, and VA directives regarding information and information system security. Sensitive VA information must be protected. Virus scans will be performed on media. Contractor personnel will be chaperoned during onsite service. No remote access for repairs. Compliance with HIPAA and VA security policies is mandatory.

• Documentation: Detailed field service reports are required upon completion of work for payment processing. Reports must include specific equipment identification, service details, parts used, and costs.

• Check-in/out: FSEs must report to Biomedical Engineering for badge issuance, sign-in, and sign-out procedures.

• Safety: Contractor must take necessary safety precautions and comply with OSHA Bloodborne Pathogens Standard.

• Training: Contractor shall provide first call Clinical Engineering training annually. All service and repairs by OEM factory-certified technicians.

• Test Equipment: Current calibration certification for all test equipment must be provided.

• Identification: FSEs must wear visible identification at all times on VA premises.

• Compliance: Adherence to all federal, state, and local regulations.

• Invoicing: Monthly in arrears via certified invoices, referencing contract number and PO number.

• Additional Charges: No additional charge for waiting time for FSEs or parts delivery during normal hours.

• Reporting Required Services Beyond Scope: Immediate written notification required for defects/repairs not covered under contract terms, with an estimated cost.

• Records Management: Compliance with all applicable records management laws, regulations, and NARA policies.

• Information Technology Security: Strict adherence to VA IT security requirements, including data protection, encryption, and access controls. No unauthorized transfer or storage of VA information outside VA locations. Virus scans on all removable media.
