Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the annual validation of an environmental monitoring system, referred to as REES Scientific Validation of Environmental Monitoring System.

• Provide a comprehensive service package for a base period plus four option periods.

• Conduct comprehensive system tests to verify, calibrate, and document all system functions, including readings, databases, alarms, dial-outs, outputs, reports, and user programming.

• Include annual onsite service and 24/7 technical support.

• Provide one validation kit per year for new and existing systems with REES Software Ver. 3.0.

• Provide access control Proms for additional reader controllers if needed (card readers themselves are not part of this contract).

• Perform annual preventative maintenance using manufacturer-recommended documentation and checklists.

• Calibrate sensors using NIST traceable equipment (Temperature and Humidity sensors).

• Perform necessary software updates for existing and new systems.

• Provide printouts of all systems checked to the Government before leaving the site after validation.

• Provide a copy of the preventative maintenance checklist to the Government POC prior to leaving the site.

• Provide written documentation of sensor calibration and PM documentation upon completion of the job before leaving the site.

• Annual PM maintenance and annual validation for access control will be completed within 2-3 business days.

• Period of Performance: Base year with 4 option years.

• Place of Performance: 950 Campbell Ave. West, Haven CT 06513.

• Annual validation will take place in May every year.

• Contractor must participate in the Occupational Health and Safety Program for Animal Studies, including filling out a health questionnaire and being cleared by Employee Health to enter the Animal facility.

• Contractor will not have access to any VA systems or VA sensitive information and will be escorted through the facility by the Animal Facility Supervisor.

Solicitation / RFP / RFQ

This is a Notice of Intent to award a sole source Firm Fixed Price Contract to Rees Scientific (SAM UEI NCRKL9YLY2X4) for services to provide annual validation of their environmental monitoring system. This notice is issued IAW FAR 5.101 and RFO 12.201-1.

The core requirement is the annual validation of the Rees Scientific Environmental Monitoring System.

• Contract Type: Firm Fixed Price

• Period of Performance: Base of one-year with four one-year options.

• This notice is NOT a request for competitive proposals or quotations.

• Responsible sources interested in performing this work must submit capability information demonstrating their ability to meet the requirements as outlined in the attached SOW.

• Capability information is required by 10:00 AM (EST) on April 30, 2026.

• A determination by the Government not to compete this proposed contract based on responses is at the Government's discretion.

• Information received will be used solely to determine if a competitive procurement is warranted.

This is a sole source notice. No set-aside information is provided.
