JANITORIAL SERVICES AT NWS IN JACKSON, MS

Statement of Work (SOW)

To procure professional, high-quality, and environmentally sustainable janitorial services for the National Weather Service (NWS) Weather Forecast Office (WFO) located in Jackson, MS.

• Services cover approximately 5,300 square feet in two buildings.

• Excludes cleaning of the Comm/Elec Room and Equipment Room; NWS staff will deposit trash from these areas into common area bins.

• Specific floor types include bare concrete (148 sq. ft.), carpeted areas (2,330 sq. ft.), computer tile (1,012 sq. ft.), ceramic tile (360 sq. ft.), and linoleum tile (1,524 sq. ft.).

• Daily Requirements (5 Days Per Week): Empty and damp-wipe waste baskets, remove trash, clean and disinfect restrooms and break room fixtures/sinks/walls, check and refill paper towels/toilet tissue/soap, dust-mop tile/concrete/computer floors, deodorize restrooms, wipe/disinfect door handles.

• Weekly Requirements (Twice Every Week): Dust flat surfaces, clean glass tops, wet-mop tile/linoleum/concrete floors, vacuum carpeting and door mats, shake out entry mats, sweep outside entryways.

• Monthly Requirements: Spot-clean surfaces, dust high ledges/cabinets/ventilators/light fixtures, clean overhead light fixture covers, buff/wax tile floors.

• Quarterly Requirements (Dec, Mar, Jun, Sep): Strip old wax, re-wax, and buff all tile (linoleum) floors.

• Semi-Annual Requirements (Mar, Sep): Shampoo carpeting, spray building to remove mildew, clean vinyl baseboards, shampoo chairs, wash interior/exterior windows, vacuum draperies/dust blinds.

• Location: National Weather Service Office, 234 Weather Service Drive, Jackson, MS 39232.

• Contract Structure: Firm Fixed Price with a 12-month Base Period and four 12-month Option Periods.

• Base Period: July 1, 2026 – June 30, 2027.

• Option Periods: July 1, 2027 – June 30, 2031.

• Hours of Operation: Typically daily between 3:00 pm and 7:00 pm, Monday through Thursday, plus one weekend day (vendor's discretion).

• Contractor-Furnished: All equipment, materials, and supplies (including SDS for chemicals) are to be provided by the contractor.

• Environmental Standards: Products must be environmentally friendly, non-toxic, biodegradable, made from renewable sources, and meet EPA recycled content mandates for paper products. Specific brand baselines are provided for bathroom tissue, facial tissue, and hand soap (or equal).

• Critical Operational Constraints: Specific methods for cleaning computer floors (damp mop only, no wax/polish/scrubbers) and dustless methods for sweeping/dusting are required. Waste disposal is the contractor's responsibility.

• Security: Personnel security investigations are required for all contractors requiring site access. This includes filling out specific forms and fingerprint cards prior to the start date.

• Coordination: Quarterly and Semi-Annual services require advance scheduling (10 business days prior) and may need to be performed outside normal business hours with MIC approval. Notification of completion is required for joint inspection.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for janitorial services at the National Weather Service (NWS) Forecast Office (WFO) in Jackson, Mississippi. This announcement serves as the only solicitation, and a separate written solicitation will not be issued. The acquisition is set-aside for small business concerns.

• Provision of non-personal janitorial services, including all supervision, labor, tools, materials, and equipment.

• Services to be performed at the National Weather Service (NWS) Weather Forecast Office (WFO) located in Jackson, MS.
