Performance Work Statement (PWS)

The primary goal is to maintain a high standard of sanitation and aesthetic appearance across the Administration Office, Maintenance, Public Information Center (PIC) buildings, and Committal Shelters, ensuring the cemetery is maintained as a National Shrine.

The contractor will be responsible for planning, coordinating, managing, and performing janitorial services. This includes, but is not limited to:

• Routine Cleaning: Daily cleaning of non-carpeted and carpeted floors, entrances, kitchens, breakrooms, dusting horizontal surfaces, cleaning drinking fountains, spot cleaning vertical surfaces, interior and exterior glass, walk-off mats, and kiosk areas.
• Restroom Cleaning: Daily cleaning and disinfection of all restroom facilities, including fixtures, floors, and restocking supplies (toilet tissue, paper towels, hand soap, and plastic liners are government-furnished).
• Trash and Recycling: Daily emptying and removal of trash and recyclables from all designated containers.
• Periodic Cleaning: Monthly high dusting; semi-annual hard floor maintenance (stripping, waxing, polishing), carpet restorative cleaning, air register/grille cleaning, light fixture cleaning, exterior window cleaning, and committal shelter door cleaning; and annual blind and window screen cleaning.

Services are performance-based, with minimum acceptable levels outlined in Attachment 1 (Services Summary). The government will assess performance, and deficiencies may result in re-performance requirements or payment reductions. A Quality Control Plan (QCP) is required from the contractor.

Services are to be performed at Fort Logan National Cemetery, Denver, Colorado. The contract includes one base period with up to four one-year option periods.

• Work Hours: Routine services are scheduled Monday-Friday during specific hours for each building. Some periodic services may require after-hours work.
• Supplies: The contractor must furnish all cleaning supplies and equipment, except for toilet tissue, paper towels, hand soap, and plastic trash liners, which will be provided by the government.
• Green Cleaning: The contractor must use green cleaning products and processes, adhering to specific environmental standards (e.g., USDA bio-based, Green Seal certified).
• Safety & Conduct: Strict adherence to safety regulations (OSHA, NFPA) and professional, respectful conduct is required, given the sensitive nature of the cemetery environment.
• Reporting: Weekly inspection reports and work summaries are required.
• Security: Contractor personnel will not be provided keys and must ensure doors and windows are secured upon departure. Suspicious activity must be reported.
