Amendment / Modification

This amendment (0002) resolves a conflict between Section C and Section B of the solicitation regarding CLIN 0005, Microwave Oven.

• In Section C, Page 7, the phrase "50 Microwave Ovens (950W)" has been deleted and replaced with "50 Microwave Ovens".

• The controlling specification for CLIN 0005 is the text within Section B of the solicitation.

• There is no minimum wattage requirement for this line item.

• The requirements for a capacity between 16-20 Liters and a depth of less than 40.0 cm remain the definitive technical specifications.

All other terms and conditions remain unchanged. This amendment does not appear to affect proposal deadlines or submission rules, but bidders should ensure their offers align with the clarified specifications for the microwave ovens.

Amendment / Modification

This amendment modifies the solicitation for the "Dryer Stand" (CLIN 0004) to clarify minimum technical specifications.

• Section B - Supplies or Services & Prices or Costs, specifically CLIN 0004.

• The amendment adds a new requirement for the configuration of the dryer stand. It must now be a direct-attachment model that physically bolts onto or integrates directly with the washer unit to form a single, unified assembly. Free-standing racks placed over the washer are no longer acceptable.

• All other terms and conditions of the original solicitation remain unchanged.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Japanese standard commercial residential appliances to support the Naval Air Facility (NAF) Atsugi Single Sailor Program Housing. The acquisition is restricted to sources authorized to do business in Japan.

The government requires the following appliances:

• Approximately 35 Refrigerators (350-365L capacity)
• 20 Electric Washers (5kg capacity)
• 20 Electric Dryers (5kg capacity)
• 20 compatible Dryer Stands
• 50 Microwave Ovens (950W)
• 40 Dehumidifiers (minimum 5.0L/day capacity) All items must operate on 100V, 50/60Hz power.

Detailed technical specifications for each item are provided, including capacity, color, power requirements, configuration, and dimensions. Quoters must provide manufacturer's specification sheets for the exact model quoted to demonstrate compliance with all minimum technical specifications.

• Pricing Arrangement: Firm Fixed Price for all line items.

• Delivery Date: Requested by September 30, 2026.

• FOB Details: Contractor Destination.

• Quotations must be submitted via email to jon.miller30.ln@us.navy.mil no later than 11:00 AM Japan Standard Time on Thursday, June 25, 2026.

• A complete quotation must include a signed SF 1449, completed blocks 17a, 30a, 30b, and 30c, and unit/total pricing for all line items.

• Technical information (manufacturer, part number, specification sheet) is mandatory for technical acceptability.

• Award will be made on an All or None basis to a single vendor.

• Evaluation will consider technical capability, past performance, and price. The government may award to other than the lowest-priced quoter if superior past performance warrants the additional cost.

• The quoted product must meet all minimum specifications.

• Past performance risk will be evaluated using SPRS, SAM, or other government databases.

• Quoted price will be evaluated for fairness and reasonableness.

• This action is restricted to sources duly authorized to operate and do business in JAPAN.

• The acquisition is subject to the Buy American and Balance of Payments Program, which will evaluate quotations by giving a preference to domestic and qualifying country end products.

• Quoters are advised to review DFARS 252.225-7042 (Authorization to Perform), DFARS 252.225-7000 (Buy American--Balance of Payments Program Certificate), and DFARS 252.225-7001 (Buy American and Balance of Payments Program).

• Compliance with FAR 52.209-6 (Protecting the Government's Interest When Subcontracting with Contractors Debarred, Suspended, or Proposed for Debarment) is required.

• Payment will be made via Electronic Funds Transfer (EFT).
