• Recency of Past Performance: The government has expanded the definition of recency for past performance from three (3) years to five (5) years from the solicitation issue date.
• Proposal Due Date: The due date for proposals has been extended by 17 calendar days.
• Past Performance of Subsidiaries: Past performance of a subsidiary will not automatically be deemed relevant for the offeror. It may be considered if the proposal demonstrates meaningful involvement or resource provision from the affiliate.
• Limitations on Subcontracting: The 85% limitations for General Construction under NAICS code 237990 are applicable.
• Government-Furnished Materials (GFM): Materials are typically 100% contractor-furnished. GFE is rare and may include reused railroad materials. The contractor is responsible for logistics and installation of all materials, including GFE.
• Mobilization/Demobilization Costs: All mobilization and demobilization costs must be included in the unit prices. There are no separate billing lines for mobilization. Multiple mobilizations per Delivery Order are possible and must be factored into unit prices, unless the government initiates a stop work order.
• Emergency Response Time: The required response time for emergency Delivery Orders has been updated from 4 hours to 24 hours. On-call arrangements are acceptable; dedicated on-base personnel are not required.
• Base Access & Security: Contractors must factor base security and badging requirements into scheduling. The government project manager will facilitate badging and security procedures.
• Material Disposal: The contractor is responsible for the safe and proper removal and disposal of all removed materials off-base, unless otherwise directed in a specific Delivery Order.
• Solicitation Amendments: Substantial changes to the solicitation resulting from these questions will be issued via formal amendment.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform railroad repair and maintenance work on the North Side Main railroad line located on Joint Base Charleston – Weapons Station, Goose Creek, South Carolina.

• CLIN 001: Repair and maintenance of approximately 4,350 linear feet of railroad track, including a linear switch line, from the Pomflant access road crossing to Switch NS-3.

• Specific Tasks Include:

  • Repairing tracks as defined in the attached map.
  • Performing Right of Way (ROW) maintenance, including tree/brush trimming and herbicide application, to a minimum width of 15 feet from the centerline (30 feet total width) and a height of 20 feet.
  • Replacing switch ties and cross ties in accordance with UFC 4-860-03.
  • Adding rail anchors, straightening skewed ties, and adding new gage rods.
  • Performing maintenance on all switches, ensuring proper gaging and smooth operation of switch points and frogs.
  • Reworking and compacting ballast at switches and frogs.
  • Cribbing tracks to a width of 25 feet at all road crossings.
  • Surfacing, leveling, and adding ballast as needed.
  • Investigating a pull apart at a joint bar prior to Switch NS-2 and providing repair recommendations; if replacement is needed, providing labor and materials to replace government-furnished rail, matching existing specifications.

• All work must be performed in accordance with UFC 4-860-03 for tie replacement.
