Purpose & Scope
This is a Sources Sought notice issued for market research and planning purposes only; it is not a Request for Proposal (RFP) or Request for Quote (RFQ). The Government anticipates establishing a Multiple Award 5-Year IDIQ to support ongoing electrical infrastructure and maintenance requirements. Individual Task Orders (TOs) awarded under this IDIQ will range in value from just above the micro-purchase threshold (>$2,500) up to $125,000 per project.
Vendor Requirements
Interested vendors must demonstrate the ability to meet operational and technical requirements, including:
- Employing/providing a commercial certified electrician.
- Capability to work on commercially rated panels, disconnects, and 3-phase high voltage systems.
- Ability to perform minor alterations for conduit and wiring runs through walls.
- Capability to install, relocate, replace, and service battery backup and Uninterruptible Power Supply (UPS) systems.
- Ability to install, relocate, or upgrade electrical outlets, light switches, and light fixtures.
- Must be a Local Small Business (priority placement for WOSB and SDVOSB).
- Commitment to bidding on all task orders within 48 hours of receipt.
- Ability to complete typical task order work within 60 days of award (excluding long lead items).
- Provision of all necessary equipment, tools, and materials.
- Attendance at required site visits.
- Capability of executing individual projects ranging from >$2,500 up to $125,000.
Submission Instructions
Interested parties are invited to submit a Capability Statement, limited to 5 pages. Responses must explicitly address the vendor's ability to meet the requirements listed in Section 3 of the original notice, along with their socioeconomic status and relevant past performance. The Government is open to suggested approaches for NAICS Code additions, PSC additions, and Contract type, provided with full rationale demonstrating industry standard approach.
