This document is a solicitation (RFQ) for commercial products and services, specifically for elevator and escalator inspection services. The government intends to award a single Firm Fixed Price contract.

• Proposals are due by 3:00 PM Eastern Time on April 27, 2026, submitted via email. Email size limit is 20MB; multiple emails are permitted.

• Questions and clarifications must be submitted in writing via email by two business days after solicitation issuance.

• The proposal must be submitted in two volumes: Volume I (Technical Proposal) and Volume II (SF 1449 and Price Quote Summary).

• The Technical Proposal has a 10-page limitation.

• Price information must be separated from the Technical Proposal.

• The evaluation will be based on a "Lowest Price Technically Acceptable" basis, considering Technical and Price factors.

• Quotes must remain valid for a minimum of 90 days.

• The acquisition is set aside for Small Business.

• NAICS code is 541350 with a size standard of $11,500,000.00.

• Offerors must be registered in the System for Award Management (SAM).

• Payment will be made via Wide Area WorkFlow (WAWF).

• Various FAR and DFARS clauses are incorporated by reference and in full text, including those related to small business, labor standards, and payment procedures.

Performance Work Statement (PWS)

To provide qualified Third-Party Inspectors to oversee inspection services for Elevators, Dumbwaiters, Chairlifts, and Escalators, ensuring compliance with Annual Safety Inspections.

• Observe and certify equipment to comply with Annual Safety Inspections.

• Perform annual inspections and testing for elevators, chairlifts, dock lifts, dumbwaiters, and escalators at Joint Base Myer-Henderson Hall (JBMHH) and Fort McNair Military District.

• Ensure continuous operability of equipment.

• Observe the incumbent contractor performing annual inspections and testing.

• Perform all required five-year inspections and testing on traction elevators, including load testing as specified in Technical Exhibit 1.

• Services must ensure continuous operability of equipment.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Acceptable Quality Level for Inspection/Test and Reinspect is 100%.

• Period of Performance: One (1) Base Year of 12 months and four (4) 12-month option years.

  • Base Year: April 30, 2026 - April 29, 2027
  • Option Years 1-4: April 30, 2027 - April 29, 2031
  • Extension: April 30, 2031 - September 29, 2031

• Place of Performance: Joint Base Myer Henderson Hall (JBMHH) and Fort McNair Military District.

• Contractor personnel must be qualified and certified Elevator/Escalator Inspectors in accordance with ASME A17.1, A17.2, and A17.3, and licensed to work in Virginia and Washington D.C.

• A Quality Control Program (QCP) must be developed and maintained.

• A Safety Plan must be provided at the time of award and approved by the Contracting Officer (KO) and Contracting Officer's Representative (COR).

• Contractor employees must identify themselves as such when their status is not obvious.

• Contractor personnel conduct must not reflect discredit upon the Government.

• Key Personnel: A project manager and an alternate must be designated.

• Federal Observed Holidays: Contractor performance is not required on specified Federal holidays.

• Hours of Operation: 0700 a.m. - 4:00 p.m. Monday through Friday, except Federal holidays or when the Government facility is closed.
