Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Exhaust Hood & Duct Cleaning services at Joint Base San Antonio (JBSA) locations, including Fort Sam Houston, Camp Bullis, Randolph, Lackland, and Chapman Training Annex.

• Provide all personnel, equipment, tools, materials, and services for exhaust hood and duct cleaning.

• Cleaning: Clean and inspect all components of exhaust hood and duct systems using a steam cleaning process or equivalent. Systems must be free of grease, dirt, dust, lint, and oil residue after cleaning. A label indicating the date cleaned and servicing company must be displayed.

• Protection of Property: Protect government property from damage. Remove and reinstall fixtures as necessary. Contractor is responsible for any damages caused.

• Service Ticket: Provide a service ticket after work completion, detailing building number, date/time, and any repairs.

• Emergency On-Call Service: Respond to emergency calls within 2 hours when requested by the CO or COR.

• Clean-Up: Dispose of contractor-generated hazardous chemicals off-base at an approved site. Clean up each work site after services are completed.

• Service Summary (Table 1): Outlines performance objectives and monthly thresholds, including 0 defects for scheduling, cleaning, service tickets, emergency response, and hazardous material compliance.

• Quality Control (QC): Contractor must develop and maintain a QC program, including a written Quality Control Plan (QCP) submitted with the proposal.

• Quality Assurance (QA): Government will inspect performance to ensure services meet PWS requirements.

• Remedy for Exceeding Performance Threshold: Exceeding thresholds for two or more months may result in a Progress Meeting.

• Periodic Progress Meeting: Regular meetings will be held to discuss performance, improvements, and issues.

• Services are to be performed at JBSA Fort Sam Houston, Camp Bullis, Randolph, Lackland, and Chapman Training Annex.

• Hours of Operation: Normal duty hours are 0730-1615, Monday-Friday, except federal holidays. Work in food preparation areas must be completed after the evening meal and before the morning meal preparation.

• Technical Exhibits: Provide estimated workload details for JBSA Fort Sam Houston (Exhibit 1), Camp Bullis (Exhibit 2), Randolph (Exhibit 3), and Lackland (Exhibit 4).
