Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for lodging, meals, and facilities for Junior Reserve Officers' Training Corps (JROTC) Cadets and Cadre during an annual training requirement.

• Provide personnel, equipment, supplies, facilities, transportation, tools, and supervision for the event.

• Furnish lodging accommodations and meals for 350 Cadets and 60 Cadre.

• Provide skirted tables for registration.

• Ensure all services are co-located.

• Provide access to specific facilities including classrooms, gymnasium, track & field, and swimming pool.

• Period of Performance: 12-17 June 2026.

• Place of Performance: Baltimore City Public Schools, with a maximum travel allowance of 25 miles from 2500 E. Northern Parkway, Baltimore, MD 21214.

• Quality Control Plan (QCP) required, utilizing existing quality assurance systems.

• Contractor must inform COR of issues within 72 hours, with written reports within 5 days.

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Performance standards must be met 100% of the time for lodging.

• Dining facility must be free of dirt and grime, with furniture in working condition (rated no less than 95% correction/rework).

• Meals must be served hot and nutritionally balanced per Army Regulation 30-22 (rated no less than 95% correction/rework).

• Training facilities must be provided as described (rated no less than 95% correction/rework).

• Contract Type: Firm Fixed Price.

• Security: No security clearance required, but AT Level I and iWATCH training are mandatory for contractor personnel.

• Key Personnel: A contract manager and alternate must be designated.

• Organizational Conflict of Interest (OCI): Contractors must notify the Contracting Officer of any potential OCI and submit a mitigation plan.

• Government Furnished Items: 2 medical staff, lifeguard support during drownproofing.

• Contractor Furnished Items: All personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, meals, lodging, and registration tables. Beds/bunks with mattresses and wall lockers for each Cadet and Cadre.

• Taxes: Government will provide tax exemption forms.

• Meals: Hot meals for breakfast and dinner, to-go lunch (cold), nutritionally balanced, coordinated with Government POC. Vegetarian meals for approximately 10 people.

• Lodging: Two or three-person rooms, same gender, males separated from females. Air-conditioned rooms with toilet paper. No bedding provided; Cadets bring their own. Separate floors/buildings for males and females. Separate restrooms and showers with dividers.

• Training Facilities: Access to Auditorium, Classrooms, Gymnasium, Track & Field, Aquatic Center, and indoor swimming pool.

• Deliverables: Line-item invoice upon completion, schedule prior to installation start, designation of Contract Manager and Alternate within 5 days of award.

This notice is for informational and planning purposes only. The U.S. Government is seeking information regarding the capabilities of small businesses to provide meals, lodging, and facility usage for the Junior Cadet Leadership Challenge (JCLC) in Baltimore City during June 12-17, 2026. The intent is to potentially set aside the requirement for small businesses if at least two qualified small businesses respond with sufficient information.

• Requirement: Meals, lodging, and facility usage for JCLC.
• Anticipated NAICS Code: 721214 – Recreational and Vacation Camps (except Campgrounds).
• Size Standard: $9 million.
• Set-Aside Consideration: The requirement may be set aside for small businesses if sufficient interest is demonstrated.
• Draft PWS: A draft Performance Work Statement (PWS) is attached.

Respondents must provide:

• Firm name, POC, contact information, DUNS, CAGE code.
• Small business status and certifications (e.g., 8(a), HUBZone, SDVOSB, WOSB).
• Interest in competing as a prime contractor.
• Information on subcontracting, joint ventures, or teaming arrangements.
• Detailed experience on similar requirements (size, scope, complexity, timeframe).
• Information to determine commercial availability, including pricing, delivery schedules, terms, and warranties.
• Recommendations on structuring contract requirements to facilitate small business competition.
• Identification of any factors that may unreasonably restrict competition.
• Recommendations to improve the approach/specifications/draft PWS/PRS.
