Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal meal services for two Junior Reserve Officers Training Corps (JROTC) Cadet Leadership Challenge (JCLC) sessions at Fort Devens, MA.

• Furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform specified meal support.

• Prepare and cook all meals at the contractor's normal place of business; meals will be served from a military dining facility at Fort Devens.

• Provide breakfast, lunch, and dinner for two JCLC sessions: Session 1 (360 Cadets, 40 Cadre) and Session 2 (385 Cadets, 40 Cadre).

• Serve meals out of a military dining facility (Building 657, with alternate location at Building 665).

• Provide serving equipment, chafing dishes, heating elements, disposable plates, cups, napkins, and utensils.

• Supply cleaning supplies and trash can liners for the dining room.

• Transport all necessary food service equipment, supplies, and prepared food from the contractor's business to Fort Devens.

• All contract personnel must have current Safe Serve Qualification.

• Contractor must be on the approved vendor list for Fort Devens.

• Meals must be nutritionally balanced, emphasizing fresh ingredients (no dehydrated or canned meats, except beverage base powder).

• Provide a choice of at least two entrees, three vegetables, fresh salad or three fresh fruits, and dinner rolls for all meals.

• Offer gluten-free, vegetarian, vegan, pork-free, or beef-free meals upon request.

• Provide a minimum of eight servers per meal, with two serving lines operating.

• Meals must be ready to serve 15 minutes prior to the serving time and kept hot until served.

• Performance will be evaluated according to the Quality Assurance Surveillance Plan (QASP).

• Dates: Resource Working Group on June 1, 2026. Session 1: June 15-19, 2026. Session 2: June 22-26, 2026.

• Place of Performance: Military dining facility in Building 657 (alternate location Building 665), Fort Devens, MA 01434.

• Contractor Support Hours: 6:00 am – 8:30 pm local time, seven days a week, except for Government-directed closings.

• Contractor personnel are not required to have security clearances.

• Contractor must comply with applicable installation, facility, and area commander access and local security policies.

• Contractor shall attend post-award conferences and periodic progress meetings.

• A Contracting Officer's Representative (COR) will be appointed.

• Contractor employees must maintain a professional demeanor and adhere to food safety requirements.

• Government will provide use of dining facility, tables, chairs, and limited refrigeration. Contractor must provide cooking and meal serving equipment, and ice if onsite production is insufficient.

• Contractor is responsible for storing, securing, and protecting all food and materials.

• Government will provide tax exemption forms upon request.
