This document is a pricing matrix for a Blanket Purchase Agreement (BPA) Call Order. Bidders are instructed to fill in the orange cells with required information to complete their quote.

• Vendor Information: Fields for Vendor Name, Date of Quote, Unique Entity ID, and CAGE Code.
• CLIN Details: Includes CLIN number, description, quantity, unit, price per unit (must include shipping/freight), total price, and required delivery date for two CLINs:
  • CLIN 0001: FIXTURE, HEAT TREAT (Purchase via BPA, see drawing 12591754-100 REV B). Quantity: 1 EA. Required Delivery: 2026-07-01.
  • CLIN 0002: AIDE, PROBING (Purchase via Tooling BPA, see drawing 13052983-108). Quantity: 1 EA. Required Delivery: 2026-08-15.
• Totals: A field for TOTAL QUOTED PRICE.
• Notes:
  • All Terms and Conditions of the Base BPAs will apply.
  • Quoted price shall include shipping cost to the delivery location, FOB destination.
  • The Government reserves the right to make multiple awards under this action.

This pricing matrix is essential for bidders to submit a quote for the specified tooling items. Bidders must accurately complete all required fields, including the unit and total prices which must encompass shipping costs. The required delivery dates and reference drawings are also critical for compliance. This document directly impacts the proposal preparation and evaluation process.

Solicitation / RFP / RFQ

This document outlines the requirements for the procurement of Hewlett Packard (HP) Jet Fusion 3D printer equipment, including printers, processing stations, build units, and associated kit equipment. The purpose is to support the drone body build program at the Joint Manufacturing and Technology Center (JMTC) at Rock Island Arsenal (RIA). The suggested source of supply is Hewlett Packard (HP) or similar.

• Quantity: (3) HP Jet Fusion 5600 3D Printers, (3) HP Jet Fusion 5200 3D Processing Stations, (6) HP Jet Fusion 5600 Build Units, (3) HP Jet Fusion 5200 3D Series Natural Cooling Units, (3) HP Jet Fusion 5200 3D Natural Cooling Unit Starter Kits, (1) HP Ready-to-Grow Service, (2) HP Installation Services, (2) HP Install Post Processing Services, (3) HP Jet Fusion 5200 Series 3D Automatic External Tank Starter Kits, (1) HP Jet Fusion 3D Alignment Plate Accessory, (1) HP Jet Fusion 3D Thermocamera Calibration Tool, and (1) Hovmand Forklift.

• Documentation: Operating instructions and manuals on CD.

• Standards: Compliance with various national and industry standards (OSHA, ASTM, ASME, ANSI, NEMA, EIA, IEEE, ASCII, AWS, AGMA, NFPA, ISO).

• Design: Equipment must be standard manufacturer products with only minor design changes permissible. English-US units of measure are required. Data plates must include specific identification information for government UID program compliance.

• IT Support & Security: Strict IT policies regarding media, network access, and software installation. Compliance with AR 25-1 and AR 25-2 for non-government owned systems. Information Assurance and Accreditation requirements must be met.

• Safety: Compliance with OSHA and RIA safety standards, including lockout/tagout procedures, controlled release of trapped energy, and noise level limits (<=85 dbs).

• Training: Contractor must provide operator, programming, maintenance, and methods training.

• Service: Verifiable service/repair capability with on-site response within 48 hours.

• Location of Performance: Joint Manufacturing and Technology Center (JMTC) at Rock Island Arsenal (RIA).

• Ownership: Design ownership remains with the manufacturer.

• Clarifications: Bidders must report any ambiguities or discrepancies in writing to the contracting officer before the bid closing date.

• Site Inspection: Contractors are responsible for site inspections and measurements prior to bidding.

• Delivery: Equipment delivery is scheduled Monday-Thursday, 6:00 am - 12:00 pm (noon), excluding holidays. All equipment must be delivered on the same day unless pre-authorized.

• Installation: Contractor is responsible for site preparation, installation labor, materials, tools, and supervision. RIA will provide utilities to the point of first connection.

• Acceptance: Final acceptance is contingent upon successful setup, performance testing, final inspection, completion of training, and delivery of documentation.

• Suggested source is Hewlett Packard (HP) or similar.

• The document details extensive requirements for safety, security, IT, and installation, including specific procedures for accessing the Rock Island Arsenal facility.

• Contractors must comply with all security requirements of RIA, including Force Protection Levels (FPCON) and potential changes.
