Solutions are sought for commercial products, commercial services, and non-developmental items, including commercially available technologies, concept demonstrations, pilots, and agile development activities.

Areas of Interest (AoIs)

The CSO seeks solutions to enhance C-sUAS technology and strategies across several Areas of Interest:

  • AoI 26-001 (CMO-M): Mobile and on-the-move C-sUAS capabilities for border defense, special events, and interagency transfer.
  • AoI 26-002 (CMO-FS): Fixed-site C-sUAS capabilities and support for the C-sUAS Marketplace.
  • AoI 26-003 (CMO-C2): Solutions for commonality, interoperability, and integration in the C-UAS mission space, including C2 systems and enabling technologies.
  • Note: AoI 26-004 (Task Force East) has been closed by Amendment 01.

Contract Details

Awards may be structured as fixed-price contracts, potentially including fixed-price incentive fees, under FAR Part 12 (Commercial Procedures). Non-FAR agreements, such as transaction agreements under 10 U.S.C. 4022 or Cooperative Agreements under 31 U.S.C. 6305, are also possible.

Submission & Evaluation

The CSO utilizes a multi-phased approach: Phase 1 (Solution Brief), Phase 2 (Presentation, if applicable), and Phase 3 (Commercial Solution Proposal - CSP). Evaluation criteria focus on responsiveness, technical merit, innovation, affordability, and risk. White paper submissions are accepted for open AoIs until otherwise stated.

Eligibility & Set-Aside

This opportunity is open to commercial products, commercial services, and non-developmental items. It includes provisions for Nontraditional Defense Contractors, Nonprofit Institutions, and Small Business Concerns. Foreign-Owned businesses may submit, potentially requiring necessary clearances.
