This amendment revises the JIATF 401 Commercial Solutions Opening (CSO) as follows:

• Section 1.1, Notification: Updated to include the statement, “White Papers/Proposed Solutions that may meet needs of other Federal Agencies may be shared, as appropriate.”
• Section 5, Contact Information: Replaced specific point of contact names with the general JIATF 401 CSO mailbox email address.
• Section 6, Areas of Interest (AoI): Removed all Technical Point of Contact names from the three capability management areas (CMO-M, CMO-FS, CMO-C2).

Sections 1.1, 5, and 6.

Bidders should note the updated contact information for communications and proposal submissions. All communications should now be directed to the JIATF 401 CSO mailbox (usarmy.jiatf401cso@army.mil or usarmy.detroit.jiatf401cso@army.mil as specified per AoI). Technical Points of Contact are no longer listed for the AoIs.

• Correcting the submission email address for proposals and inquiries. All references to "usarmy.detroit.acc.mbx.jiatf401cso@army.mil" have been changed to "usarmy.jiatf401cso@army.mil".

• Closing Area of Interest (AoI) 26-004, "Task Force East".

• Section 6, General Area of Interest (AoI), specifically regarding submission email addresses and the status of AoI 26-004.

• Bidders must now use the updated email address "usarmy.jiatf401cso@army.mil" for all communications and submissions related to this CSO.

• AoI 26-004 is no longer open for submissions.

• AoI 26-003 (CMO-C2): Solutions for commonality, interoperability, and integration in the C-UAS mission space, including C2 systems and enabling technologies.

• Awards may be made under FAR Part 12 (Commercial Procedures) or non-FAR authorities (e.g., 10 U.S.C. 4022, 31 U.S.C. 6305).

• Contracts will be fixed-price, potentially including fixed-price incentive fee.

• CSO is open through December 31, 2028, with potential for extension.

• The CSO utilizes a multi-phased approach: Phase 1 (Solution Brief), Phase 2 (Presentation, if applicable), and Phase 3 (Commercial Solution Proposal - CSP).
