This document is a Combined Synopsis/Solicitation (RFQ) for commercial items, issued under FAR Subpart 12.6. It constitutes the only solicitation, and a written solicitation will not be issued separately. The acquisition is for commercial items as defined in FAR Part 12 and FAR 13.

• ShadowNAV Coordinates Suite: This includes specific JMHH Inc. components such as a w/Keyloader Cable, Evaluation Unit, Keyload Cable Evaluation Unit, Manual, Dismounted Evaluation Kit, AA Lithium Batteries (4 Pack), and a One Year Parts & Workmanship Warranty.

• The contractor shall provide requested products to the 309th SWEG located at Hill AFB, Utah. Detailed specifications are referenced in an attached document.

• Contract Type: Firm Fixed Price.

• Period of Performance: Delivery not to exceed 9 Months After Receipt of Order (ARO). License renewals are for 12 months after delivery.

• Delivery: FOB Destination.

• Offer Due Date: May 20, 2026, at 1100 MT.

• Submission Method: Via electronic mail to jonathan.graham.11@us.af.mil.

• Evaluation Basis: Lowest Price Technically Acceptable (LPTA).

• Evaluation Factors: Price and technical capability of the item offered to meet the Government requirement.

• Technical Evaluation: Only the lowest priced proposal will be evaluated for technical acceptability. Subsequent offers will only be evaluated if the preceding one is found unacceptable.

• Small Business Size Standard: 1,250 employees.

• Offerors must be registered with the System for Award Management (SAM).

• Offerors must include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications – Commercial Items.

• The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies.

• Numerous other FAR clauses and provisions are incorporated by reference, including those related to small business, labor, and cybersecurity.

• An ombudsman is available to hear concerns, but initial concerns should be addressed to the Contracting Officer.
