Evaluation & Submission

This is a two-phase Request for Proposals (RFP).

• Phase One proposals are evaluated on Past Performance (most important) and Technical Approach (least important). No cost or pricing information is submitted in Phase One.
• Phase Two evaluation factors include Past Performance, Management Approach, Preliminary Design, and Technical Approach, leading to a Best Value Tradeoff source selection.
• A Past Performance Questionnaire (PPQ) (Attachment B) is provided for projects not covered by CPARS and is critical for demonstrating past performance.
• Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is required prior to contract award for Phase 2 evaluation.
• Proposals must be submitted electronically.
