Scope of Work
The contract requires support across three main programs:
- Joint Doctrine Program: Maintaining the CJCS's doctrine library, developing new publications, managing the DoD terminology program, and developing the U.S. position on NATO Allied doctrine.
- JPME Program: Developing policies for Joint Professional Military Education, executing post-graduation assessments, and managing joint accreditation of JPME programs.
- UJTL Program: Managing the Universal Joint Task List to support planning, readiness reporting, and training, including developing and publishing approved tasks.
The effort involves various labor categories, with an estimated 36,584 direct labor hours for the base year and 182,920 hours if all options are exercised.
Contract Details
- Contract Type: Cost Plus Fixed Fee (CPFF) Task Order.
- Period of Performance: Base period from September 11, 2026, to September 10, 2027, with four one-year option periods extending through September 10, 2031.
- Place of Performance: Suffolk, VA, the Pentagon, and surrounding areas. Telework is permitted for non-classified tasks.
- Special Requirements: On-site personnel at the Pentagon and those needing access to TS/SCI information in Suffolk require a Top Secret (TS) clearance with access to Special Compartmented Information (SCI). The use of government-approved Artificial Intelligence (AI) and Large Language Models (LLMs) is encouraged for analytical support, writing, and editing, provided DoD policies and data protection standards are met. Cybersecurity requirements, including RMF and ATO, are critical.

- Eligibility: This opportunity is restricted to SeaPort NxG Prime Contract Holders who must also possess a Top Secret Facility Clearance (FCL).
