Justification and Approval (J&A) for Other Than Full and Open Competition

This document justifies the use of other than full and open competition for a non-commercial contract to award software and hardware support for the sustainment of the Joint Threat Emitter (JTE) system. This support is critical for continued operation and includes necessary updates, troubleshooting, and ongoing support for proprietary technology.

• Proprietary sustainment services for JTE systems.

• This is a sole-source justification for Northrop Grumman Systems Corporation (NGSC) due to proprietary software and restricted rights.

• The previous contract was awarded to Amherst Systems, Inc., with NORTHRUP GRUMMAN SYSTEMS CORPORATION as the successor.

• NGSC is the only source with the necessary proprietary software, tools, specifications, and expertise.

• Market research indicated no other source can meet the requirement without a partnership with NGSC.

• NGSC has declined to sell software rights to allow for full and open competition.

• The Air Force will conduct a feasibility study to explore re-engineering options for future competition.

Amendment / Modification

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition. It updates previous sections of the J&A, specifically Paragraph 3. The basic IDIQ contract will include a five-year ordering period with a six-month "Option to Extend Services" (FAR Clause 52.217-8), for a total potential ordering period of five years and six months. This Class J&A covers the basic IDIQ and associated Task and Delivery Orders. The estimated award is set for April 2026.
