Quick Summary
The Department of the Air Force, AFLCMC/WNRK, has awarded a $49,000,000 Indefinite-Delivery / Indefinite-Quantity (IDIQ) contract to Northrop Grumman Systems Corporation (NGSC) for Joint Threat Emitter (JTE) Engineering & Software Support. This is a sole-source justification due to NGSC's proprietary software and restricted rights, essential for the sustainment of the JTE system. The estimated award date is April 2026.
Scope of Work
This contract provides comprehensive support for the JTE program, including:
- Software and engineering support
- Program management
- Spares and support equipment
- On-call software and hardware maintenance
- Intermittent software patches, yearly software revisions, and cybersecurity implementation
- Planned and unplanned hardware upgrades, Engineering Change Proposals (ECP)
- Configuration file maintenance and Technical Data Package updates
- Troubleshooting support, on-site support, and field problem report tracking
- Quarterly patches/STIGs, bi-weekly telecons, and standard software fixes/upgrades
- Yearly Software Baseline releases and firmware update verification
- "As needed" task orders for First Article Testing (FAT), Site Integration Testing (SIT), software install/setup, and field support meetings.
Contract & Timeline
- Contract Type: Indefinite-Delivery / Indefinite-Quantity (IDIQ)
- Estimated Value: $49,000,000 ceiling
- Ordering Period: Five years, with a six-month "Option to Extend Services"
- Estimated Award: April 2026
- Place of Performance: Hill Air Force Base, UT
- Funding: RDT&E and Procurement funds may be utilized.
Eligibility / Set-Aside
This is a sole-source justification for Northrop Grumman Systems Corporation. Market research indicated NGSC is the only source with the necessary proprietary software, tools, specifications, and expertise required for JTE system sustainment. NGSC has declined to sell software rights to allow for full and open competition.
Additional Notes
The Air Force plans to conduct a feasibility study to explore re-engineering options for future competition. The previous contract was awarded to Amherst Systems, Inc., with NGSC as the successor.
