Purpose & Scope
This requirement is for a non-personal services contract to provide an accredited Paramedic Education and Training Program. The primary objective is to enhance emergency medical response capabilities by training:
- Twenty (20) firefighters to successfully complete an accredited paramedic education program, leading to eligibility for and successful completion of the National Registry of Emergency Medical Technicians (NREMT) Paramedic certification. This includes didactic instruction, skills labs, a minimum 168-hour clinical internship (at US Naval Hospital Guam or approved facilities), and a minimum 576-hour field internship/capstone on ALS ambulances.
- Four (4) certified JRM F&ES paramedics to become certified as NAEMSE Level 1, Level 2, and Skills Instructor Course instructors and ambulance field preceptors. This requires hands-on training in the U.S. or approved affiliate sites.
Contract Details
- Contract Type: Firm Fixed Price.
- Period of Performance: Anticipated twelve (12) months from the date of award.

- Place of Performance: Primary locations include Naval Base Guam, Marine Corps Base Camp Blaz, and US Naval Hospital Guam, with approved CONUS training locations also included.
- Key Requirements: The contractor must maintain CAAHEP accreditation, provide all personnel, curriculum, equipment, facilities, and management resources. They are also responsible for arranging an Assistant Medical Director, coordinating clinical affiliations, and conducting terminal competency testing. Compliance with Wage Determination 2015-5693 Rev 27 for Guam is mandatory.
