This document provides responses to vendor questions regarding the procurement of transformers, clarifying requirements and processes.

• Manufacturer Information: While ABB manufactures the transformers, the government has customized them. Bidders should confirm if there's an approved method for verifying nameplate data or if this is determined during inspection. The transformers are not standard commercial off-the-shelf items.
• Condition / Known Deficiencies: Any issues beyond standard wear (e.g., oil leaks, insulation degradation, connector failures) should be treated as part of a full inspection and repair effort. Each transformer may require individual repairs.
• On-Site vs. Off-Site Work: There are no known anticipated constraints on turnaround time or staging at JRRF. Staging can be done on-site with an escort if necessary.
• Testing & Reporting Expectations: There is no standard format for reports. Required reports must include oil test sampling and PCB certificates.
• Equipment Identification / Site Access: Confirmation of manufacturer and nameplate data for existing transformers (via site visit or documentation) should be assumed as part of the inspection phase, as detailed in Question one.

Sources Sought Notice

This notice is a Sources Sought for market research to identify capable vendors for comprehensive maintenance and repair of three (3) 300KVA portable transformer units. The government is not seeking quotations at this time and will not reimburse for costs associated with this request. The project is located at the James River Reserve Fleet (JRRF) shore facilities onboard Fort Eustis Army base compound in Newport News, VA.

• Comprehensive maintenance and repair of three (3) 300KVA portable transformer units.

• Transformers are Class 0A, 60 HZ Three Phase, HV 13200, LV 480, manufactured in 1993.

• Vendor must furnish qualified personnel, materials, tools, and equipment.

• Tasks include cleaning, inspection, and minor repairs.

• Specific tasks include:

  • Implementing a predictive maintenance schedule (oil analysis, infrared thermography).
  • Ensuring 100% containment of dielectric fluids and compliance with EPA spill prevention standards.
  • Ensuring transformers operate at or above 10 CFR Part 431 energy efficiency standards.
  • Removing transformers from JRRF, performing work at contractor facility, and returning them.
  • Inspecting for wear and defects.
  • Testing oil samples for moisture, dielectric strength, gas build-up, and PCB content.
  • Replacing identified parts, including HV connectors, wiring, ground bus, and shield wiring.
  • Inspecting and replacing fuse drawers, connectors, bushings, and enclosures.
  • Cleaning, preserving, priming, and painting transformer surfaces.
  • Conducting dielectric, Turns Ratio, and "Meggering" tests.
  • Providing a written report of findings and a PCB-free certificate.

• The government is looking for partners who apply commercial-sector best practices to ensure assets exceed standard mean time between failures (MTBF).

• The regulatory baseline is the Revolutionary FAR Overhaul (RFO) – Plain Language Initiative, moving away from lengthy technical specifications towards Continuous Power Reliability.

• Potential contract will incorporate overhauled FAR principles including FAR Part 40 (Supply Chain Security), Sunset Clause (FAR 1.109), and Commercial Standards (FAR Part 12).

• Vendors must have a current, active System for Award Management (SAM) profile with no exclusions.

• Vendors must state their Small Business designation/status and Unique Entity Identifier (UEI) code from SAM.

• Response is limited to a concise (4-page max) response.

• Response should include:

  • Technical Approach: Briefly describe commercial "best practice" for 300KVA transformer repair and testing.
  • Approval of Electrical Firm: Provide a copy of proposed Electrician License and company certification for high voltage systems.
  • Cyber-Physical Security: Confirm ability to comply with FAR 40.303.
  • Past Performance: Provide two examples of maintaining similar industrial-grade hardware.
  • Socio-Economic Status: State small business category.

• If an award is made, it will be on a Lowest Price Technically Acceptable (LPTA) basis.

• Mandatory for ALL vendors to have an active SAM profile.

• Vendors must state their Small Business designation/status.

• Requirement may be set-aside for small businesses or procured through full and open competition based on responses.

• Access to the JRRF base/facility is tightly controlled and must be coordinated.

• Truck drivers require a U.S. Driver's License, current registration, and personal information for security checks.
