Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Maritime Administration (DOT) is conducting a Sources Sought for market research to identify capable vendors for comprehensive maintenance and repair of three (3) 300KVA portable transformer units at the James River Reserve Fleet (JRRF) in Fort Eustis, VA. This is not a request for quotes. Responses are due March 30, 2026, by 2:00 PM EST.
Purpose & Scope
The government seeks to identify vendors capable of providing comprehensive maintenance, inspection, cleaning, and repair services for three 300KVA portable transformers (Class 0A, 60 HZ Three Phase, HV 13200, LV 480, manufactured 1993). These transformers, though manufactured by ABB, are customized and not standard commercial off-the-shelf items. The scope includes:
- Implementing a predictive maintenance schedule.
- Ensuring 100% containment of dielectric fluids and EPA compliance.
- Ensuring transformers operate at or above 10 CFR Part 431 energy efficiency standards.
- Removing transformers from JRRF, performing work at the contractor's facility, and returning them.
- Inspecting for wear, defects, and issues beyond standard wear (e.g., oil leaks, insulation degradation, connector failures).
- Testing oil samples for moisture, dielectric strength, gas build-up, and PCB content.
- Replacing identified parts, including HV connectors, wiring, ground bus, shield wiring, fuse drawers, connectors, bushings, and enclosures.
- Cleaning, preserving, priming, and painting transformer surfaces.
- Conducting dielectric, Turns Ratio, and "Meggering" tests.
- Providing a written report of findings and a PCB-free certificate (no standard format required for reports).

Vendors must have an active SAM profile (no exclusions), state their Small Business designation/status, and provide their Unique Entity Identifier (UEI) code. Responses are limited to a concise 4-page maximum (searchable PDF) and should include:
- Technical Approach: Describe commercial "best practice" for 300KVA transformer repair and testing.
- Approval of Electrical Firm: Provide a copy of proposed Electrician License and company certification for high voltage systems.
- Cyber-Physical Security: Confirm ability to comply with FAR 40.303.
- Past Performance: Provide two examples of maintaining similar industrial-grade hardware.
- Socio-Economic Status: State small business category.
Additional Notes
Access to the JRRF base/facility is tightly controlled and requires coordination. Confirmation of manufacturer and nameplate data for existing transformers should be assumed as part of the inspection phase. Telephone inquiries will not be accepted. Contact W. Alan Wile at william.wile@dot.gov.
