Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the development, production, and deployment of a Test And Check Out (TACO) Cart. The primary goal is to provide a safer and more efficient developmental testing environment during telemetry testing for the Medium Altitude Unmanned Aircraft Systems Division.

• The Contractor shall provide execution support for the TACO Cart, encompassing mobility, data decryption and decoding, shade features, video monitoring, streamlined communication capabilities, and demonstrating integration for MQ-9 electromagnetic testing.

• The TACO Cart must be a transportable platform, maneuverable on the flight line, and designed for telemetry measurement and operations within an electromagnetic interference environment.

• Responsibilities include building the cart, implementing all applicable hardware, installing the IADS software, and integrating with Medium Altitude UAS Division systems.

• Mobility: Easily maneuverable, rugged, weatherproof cart with a work surface and adequate illumination.

• Data Decryption and Decoding: Ability to receive, decode, and display test article data in a human-readable, engineering-unit format.

• Shade Features: Large, gas-assisted doors for shade, a work surface at 30 inches from the ground, and illuminated cabinet front/back.

• Temperature Control: Protect equipment from ambient temperatures (15°F to 120°F) using an Environmental Control Unit (ECU).

• Communication Capabilities: Configurable onboard recording system for PCM, MIL-STD-1553, ARINC 429 data, voice, and video. Includes UHF receive/transmit capability.

• Hardware: PCMCIA card readers, shock-mounted rack system, steerable horn antenna, multiband button antenna, oscilloscope, spectrum analyzer, front-mounted power strips, video distribution amplifier, and a chassis with pneumatic tires for towing.

• Telemetry Measurement: Receive telemetry signals in L/S/C bands, supporting ARTM waveforms (CPM, STC, LDPC).

• Technical Requirements: Compliance with standard internal processes, functional/performance/interface requirements, and comprehensive support for successful completion.

• Configuration Management: Simplified CM approach suitable for commercial items, documented in a Configuration Management Approach document.

• Quality Assurance: Maintain a quality management system certified to AS9100 or ISO 9001.

• Commercial Manuals: Deliver two sets of standard commercial manuals in physical paper format.

• Cybersecurity: Develop documentation and artifacts for assessment and authorization, including System Security Plan (SSP) and Security Control Traceability Matrix (SCTM).

• Period of Performance (PoP) is 12 months from contract award to delivery of the TACO Cart to the user at Grey Butte.

• Program Management: Identify a Program Manager (PM) as the single POC, responsible for planning, scheduling, and reporting. Develop and use an Integrated Master Schedule (IMS).

• Subcontractor Management: Ensure subcontractor compliance with SOW requirements.

• Associate Contractor Agreements (ACAs): Establish ACAs as required for technical information exchange.

• Integrated Product Team (IPT) Meetings: Participate in monthly IPT meetings with the Government.

• Cybersecurity: Develop RMF artifacts and conduct security assessments of all components.

• Government Property: Contractor is responsible for Government property in its custody, including TACLANE KG-175 and Removable Media - Portable HDD.

• Risk Management: Establish and maintain a risk management program in accordance with MIL-STD-882E.

• Safety Engineering: Conduct a system safety program in accordance with MIL-STD-882E, including a Safety Assessment Report.

• Test/Inspection: Conduct Factory Acceptance Test (FAT) prior to delivery. Deliver a Test/Inspection Report.

• Electromagnetic Capability (EMC): Deliver an EMC Compliance Data package, leveraging OCM data and potentially requiring targeted lab testing.

• Product Support Management: Provide logistical support, track deliveries, manage inventories, and develop a Proposed Spare Parts List (PSPL).

• Packaging, Handling, Storage & Transportation: Package materiel in accordance with ASTM D3951.

• Training & Training Support: Conduct hands-on operator training for Government personnel.

• Bills of Materials (BOM) Reporting: Develop and submit an indentured BOM.

• Counterfeit Parts Control Program: Maintain and enforce a counterfeit parts control program per SAE AS5553.

• Documents listed in Appendix A are applicable to this SOW as specifically cited.

• Includes Government and Non-Government documents, standards, and handbooks.

Solicitation / RFP / RFQ

This document is a Justification for an Exception to Fair Opportunity (FOE) to procure the production, modernization, and sustainment of the Speed Loader Agile Pod (SLAP) for the United States Special Operations Command (USSOCOM). The acquisition is being made under the Eglin Wide Agile Acquisition Contract (EWAAC) IDIQ.

• Production of 40 SLAP pods.

• Procurement of ancillary materials, spares, and shipping containers.

• Establishment of a depot-level (D-Level) capability for pod repair.

• Routine Research, Development, Test, and Evaluation (RDT&E) for integration of new technologies and enhancements to improve performance, reliability, maintainability, and cost efficiency.

• Design review and delta environmental qualification testing.

• The contract type will be Firm Fixed Price, Cost Plus Fixed Fee, and/or Cost Reimbursable.

• The total period of performance will be forty-eight (48) months, including option periods.

• The acquisition is funded by a mix of Department of War (DoW) Procurement, Operations & Maintenance, and RDT&E Appropriations.

This document is a justification for an exception to fair opportunity, not a solicitation for proposals. The rationale for the exception is that only one vendor, Systima Technologies Inc., is capable of providing the unique and highly specialized SLAP system.

This action is being awarded under an existing Multiple Award IDIQ contract (EWAAC). A Sources Sought notice was issued, and only Systima responded.

• The SLAP system is a unique and specialized design developed through prior government investment and efforts.
• The government has invested significant funding and time in the development of SLAP, and transitioning to another vendor would require substantial time and expense.
• USSOCOM will continue to monitor industry and emerging technologies through events like SOF Week to promote future competition.
