Purpose

This is not a Request for Proposal (RFP), and the Air Force is not seeking proposals at this time. Responses will not be paid for and do not constitute offers.

Scope of Work

The Air Force intends to procure a Test and Check Out (TACO) Telemetry Receiver System, specifically a transportable TACO cart. This cart will be a rugged, weatherproof platform with wheels for flight line movement, featuring a shock-mounted rack system and cooling capabilities for use in hot climates. Key requirements for the TACO Cart, as detailed in the draft Statement of Work (SOW), include:

  • Mobility: Easily maneuverable, rugged, weatherproof, with a work surface and illumination.
  • Data Decryption & Decoding: Ability to receive, decode, and display test article data in human-readable, engineering-unit format.
  • Environmental Control: Shade features (gas-assisted doors) and an Environmental Control Unit (ECU) to protect equipment from temperatures ranging from 15°F to 120°F.
  • Communication Capabilities: Configurable onboard recording for PCM, MIL-STD-1553, ARINC 429 data, voice, and video, including UHF receive/transmit.
  • Hardware: PCMCIA card readers, shock-mounted rack, steerable horn antenna, multiband button antenna, oscilloscope, spectrum analyzer, front-mounted power strips, video distribution amplifier, and a chassis with pneumatic tires.
  • Telemetry Measurement: Capable of receiving telemetry signals in L/S/C bands, supporting ARTM waveforms (CPM, STC, LDPC).
  • Compliance & Support: Adherence to AS9100 or ISO 9001 quality management, cybersecurity documentation (SSP, SCTM), risk management (MIL-STD-882E), safety engineering, Factory Acceptance Testing (FAT), and product support management.
