Quick Summary
The U.S. Census Bureau (USCB) is conducting market research through a Sources Sought Notice (SSN) to identify potential sources for Commercial Data and Datasets. This initiative aims to inform future enterprise-wide data acquisition strategies and address a near-term requirement for commercial voter registration data. The USCB is specifically seeking companies that produce and maintain commercial datasets, not those offering data analysis or staffing services. Responses are due March 24, 2026, by 03:00 PM EST.
Purpose & Scope
The USCB utilizes administrative records and third-party data to enhance the efficiency and quality of its statistical programs, including the Decennial Census and American Community Survey. This SSN seeks to establish standardized, enterprise-wide vehicles for data acquisition.
Part A: Commercial Data Requirements The USCB is interested in a broad range of commercially available data, as detailed in Attachment 01 - Data Matrix. Categories include Address-Level Housing, Geographic, Contact Information, Education, Group Quarters, Industry, Business Sales, Healthcare, and other specialized datasets. Vendors should describe their offerings, data collection methods, metadata, and experience with commercial/government customers. Input is also requested on enterprise acquisition models, pricing, licensing, privacy, data quality, and potential small business subcontracting opportunities.
Part B: Voter Registration Data Acquisition For a near-term need, the USCB is seeking information on companies capable of meeting the requirements outlined in Attachment 02 - DRAFT VOTER REGISTRATION DATA TECHNICAL REQUIREMENTS. This includes specific data elements like Unique Voter IDs, demographic characteristics, address information, and voting history. Crucially, the USCB cannot ingest voter activity data that reveals party affiliation, political preference, or specific voting selections. Vendors must describe their voter registration data holdings and acquisition strategies, providing feedback on the draft requirements.

Additional Context
A separate, older document (Sole Source Justification.pdf, posted Jan 30, 2026) indicates a sole-source procurement for "Places and Spend Commercial Data" from SafeGraph, LLC due to urgent needs related to a government shutdown. This highlights the USCB's ongoing need for timely and high-value commercial data to support its economic indicators and statistical products.
