Scope of Work
The selected contractor will provide subscriptions and licenses for a digital portfolio with 14 specified features, including ease of use, accessibility, scalability, backup systems, commenting/sharing tools, storage for various media types, a library of standards-aligned activities, communication features, and support for diverse language and learning needs. The scope also includes:
- Professional Learning: Deliver asynchronous webinars/SCORM-compliant modules for product training and four annual 15-30 minute professional learning modules, posted on DoDEA's LMS.
- Transition & Data Migration: Develop and implement comprehensive plans for both entry and exit transitions, covering knowledge transfer, system access, security, continuity, data inventory, migration methodology, and compliance.
- Technical Support: Provide industry-standard technical support via telephone or email within one business day.
- Digital Resources & Integration: Ensure compatibility with DoDEA's LMS (Schoology) and Google Classroom, single sign-on (ClassLink), and adherence to IMS, LTI, QTI, OneRoster, and RESTful API standards.
- Compliance: Strict adherence to Section 508 accessibility standards, SCORM compliance, DoW Privacy Act/PII training for US citizen personnel, Government data rights, and robust cybersecurity requirements (FedRAMP Level 2, STIGs, TLS, AES-256).

Submission & Evaluation

- Evaluation Factors: Award will be made on a competitive best-value basis, considering:
- Technical Approach: Evaluated on the proposed COTS cloud-based solution, system features, professional learning samples, and the transition/data migration plan.
- Past Performance: Requires 3-5 recent and relevant references, with a Past Performance Questionnaire (PPQ) to be completed by references.
