Quick Summary
The Department of Veterans Affairs (VA), Network Contracting Office 9, has issued a solicitation for the Upgrade of the Energy Management System (EMS) and Building Automation System (BAS) at the Tennessee Valley Healthcare System (TVHS), Alvin C. York Campus in Murfreesboro, TN. This project involves converting existing Direct Digital Controls (DDC) to an industry-standard Native DDC system, installing a fiber optic backbone, and replacing outdated controls. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due May 15, 2026, at 2:00 PM ET.
Scope of Work
The project requires upgrading existing Siemens and Alerton BAS/DDC systems to a unified, certified, and commissioned BACnet System (Desigo CC or equivalent). Key deliverables include converting the existing V-LAN to fiber optic communication, replacing proprietary control panels with Native BACnet compliant components, and installing a new 10 GBPS fiber optic backbone. The scope encompasses professional services for controls, programming, structured cabling, low-voltage electrical, architectural patch back, tuning, fire alarm integration, certification/commissioning, and general construction support. The contractor will also remove old V-LAN cabling and ensure the new system functions as an integrated, "open system" with a single database and global control logic.
Contract Details
This is a Firm-Fixed-Price contract with an estimated construction magnitude between $1,000,000.00 and $5,000,000.00. The performance period is 365 calendar days after the Notice to Proceed. A bid bond is required.
