The scope encompasses professional services for controls, programming, structured cabling, low-voltage electrical, architectural patch back, tuning, fire alarm integration, certification/commissioning, and general construction support. The contractor will also remove old V-LAN cabling and ensure the new system functions as an integrated, "open system" with a single database and global control logic.

Contract Details

This is a Firm-Fixed-Price contract with an estimated construction magnitude between $1,000,000.00 and $5,000,000.00. The performance period is 365 calendar days after the Notice to Proceed. A bid bond is required.

Submission & Evaluation

Proposals are due May 15, 2026, at 2:00 PM ET and must be submitted electronically to Robert.Glenn2@va.gov and Michael.Brown1305@va.gov. Evaluation will be based on a Lowest Price Technically Acceptable (LPTA) source selection process, considering factors such as Relevant Construction Experience, Key Personnel Experience, and Past Performance. A mandatory site visit was held on April 22, 2026, at 10:00 AM CT. Requests for Information (RFIs) were due by May 4, 2026. Key Clarifications & Requirements

Bidders are responsible for obtaining and paying for 3rd party commissioning. Any ceiling damage caused by the contractor must be restored to an "as-good or better" condition, adhering to ICRA requirements during work in active hospital areas. Mandatory training includes 64 hours (32 formal, 32 OJT) plus an 8-hour operational program. A 2-year warranty is required for the BAS system, including components and labor for latent defects.
