Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for upfitting four (4) 2026 Ford F-250 4WD Full Size Crew Cab Pickup trucks for law enforcement use.

• Procure and install all required resources, supplies, and equipment.

• Execute work at a single location to ensure uniform installation processes.

• Install communications, electrical, lighting, and support equipment to produce fully functional vehicles for covert law enforcement operations.

• Ensure all modifications comply with applicable DOT and FMVSS safety standards.

• Modifications shall not disable vehicle OEM features unless specified.

• All materials must be new, suitable for the intended purpose, and free of defects.

• Base Vehicle: Four (4) 2026 Ford F-250 Crew Cab 4WD trucks.

• Upfitting Components:

  • Complete all-LED emergency lighting system with siren and PA.
  • Center console with armrest(s), cup holder, power ports, terminal block, and mounting provisions for controls.
  • Weapons mount (Setina Single T-Rail with Blac Rac).
  • Cargo slide platform (Decked CargoGlide) with tie-down provisions and anti-skid finish.
  • Tuffy Security Products Heavy-Duty Truck Bed Security Drawer.
  • RSI EVOa Adventure Smart Bed Cap.
  • K9 canine platform with window guards, door panels, and temperature monitoring system.
  • Custom rubber mat liner.
  • Remote pager system.
  • Suspension leveling kit (BDS Suspension).
  • Wheels and tires (BFGoodrich All-Terrain T/A KO3).
  • Window tint (3M Automotive Window Film Crystalline Series).
  • Tactical seat covers (Tiger Tough).
  • Front floor liner (Weather Tech, Husky, or equal).
  • DC electrical system compliant with SAE J1292.
  • Anti-theft system (Intermotive Idle Lock or equal).
  • Conspicuity markings.
  • 5-pound minimum fire extinguisher.

• Documentation: Provide operator's, preventive maintenance, service, parts, and electrical schematics manuals in electronic format.

• Base vehicles are located at Fort Benning Military Installation, 6760 Upton Ave. Building 234, Fort Benning, GA 31905.

• Contractor shall provide transportation services from the government location to their place of business and back.

• Contractor shall identify any exceptions to the specification in writing.

• Contractor proposing "or equal" items must provide technical data for determination.

• All conversions and modifications must conform to OEM's Modifier/Upfitter Guide.

• Technicians must be certified in Electrical/Electronic Systems by ASE.

• Detailed layout and electrical schematics required prior to modifications.

• Vehicles must pass testing and inspection, including road tests and idle tests.

• A 3-year/36,000-mile warranty is required.

• Contractor must identify all exceptions to the specification.

• "Brand Name or Equal" items require supporting technical data.

• Pre-build design review meeting and/or start of upfitting production requires submission of specific information to the COR.

• Final upfitting production requires submission of exterior pictures, NTEA Ultramod worksheet, weight ticket, payload reduction sticker, and manuals to the COR.

• A first order (FO) vehicle may be requested for verification prior to full production.

• Applicable documents include Federal Standards and Codes (49 CFR 393, 571), SAE J1292, and NTEA ULTRAMOD spreadsheet.

• Government reserves the right to determine suitability of all components and their arrangement.
