Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the maintenance and technical support of the Integrated Base Defense System (IBDS) at Kirtland AFB for the 377th Security Forces Group. The goal is to ensure the continuous operation and sustainment of the base-wide networked security system.

• Initial Configuration Audit: Within 60 days of contract start, the contractor must deliver a searchable database of all configuration items, including serial numbers, locations, function, warranty information, and software licenses. This database will use a serial number accountability system.

• Bi-Annual Preventive Maintenance Inspections (PMI): Scheduled inspections of all cameras, radars, servers, and viewing stations, conducted twice yearly. PMIs aim to identify potential deficiencies before they become system failures. The contractor must provide a schedule for these inspections.

• System Maintenance: Includes inspection, cleaning, lubrication, electrical and mechanical adjustments, calibration, and performance checks for CCTV security camera systems, servers, viewing stations, power sources, portable trailers, wireless units, and Perimeter Intrusion Detection Radars.

• Software Updates: Contractor is responsible for identifying and executing firmware and software updates, coordinating critical updates with the COR within five days of release.

• Wrong Way Detection: Maintenance and calibration validation for anti-terrorism requirement at installation entry points.

• Repair and Replacement: Utilizing warranties first, then Government-owned parts. If unavailable, recommend replacement parts based on technical specifications.

• Troubleshooting and Unscheduled Maintenance: Provide contact information for troubleshooting. Offer unlimited phone support during normal business hours. Provide emergency service for Mission Essential Equipment with specified on-site response times (72 hours for emergency, 24 hours for catastrophic failure).

• Inventory Management: Inventory Government-owned spare parts and materials, maintain a database, and recommend stock levels. Obtain and maintain all equipment warranties.

• Configuration Audit Database: Searchable, Microsoft compatible, serial number accountability system.

• PMI Schedule: Provided within 30 days of base contract year start, 15 days for option years.

• Wiring/Cabling: No more than three (3) 5% deficiencies per inspection (missing, unreadable, or incorrect tag, or visible abrasion).

• Data Storage Servers: 99% operational uptime (99% for BDOC/Admin viewing stations, 80% for others). Acknowledge outages within 24 hours, resolve within 72 hours.

• Inventory Updates: Provided within 5 days of month-end, 100% on time.

• Response Times: Critical/Catastrophic failures addressed within specified times.

• Work to be performed on Kirtland AFB.

• Standard work days and duty hours, with potential for off-hours/emergency response.

• Contractor Qualifications: Must obtain specific partner certifications (Axis Gold, exacqVision, ClearVision), experience with perimeter doppler radar, fiber optic termination, Magos Radars, and Nightingale Security. Technicians must be trained for drone operations.

• Operations Security (OPSEC): Contractor must protect sensitive information and consult the Installation Project Manager before releasing any information.

• Base Access: Contractor personnel must obtain base access passes, pass background checks, and possess valid identification. Specific procedures for vehicle entry and identification are detailed.

• Mission Essential Services: Contractor must ensure continued performance of services during a crisis and develop a contingency plan.

• Coordination: Cooperate with other contractors and government employees.

• General: Abide by all laws, conduct professionally, follow security policies, and manage organizational conflicts of interest.
