Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for the modernization of the fiber optic and network infrastructure at Kalaupapa National Historical Park, specifically for the CRM Museum (Building 313) and the Secondary CRM Building (Building 657a) on the Isle of Molokai, Hawaii.

• Fiber Optic Network Cable Plant: Installation of multi-mode, armored fiber optic cable, connectors, and enclosures. This includes:

  • Replacing existing conduit between the Museum and Secondary CRM buildings with new conduit and fiber optic cable.
  • Installing underground vaults, 4" I.D. electrical conduit, and 1.25" I.D. innerducts.
  • Providing and installing 12-strand OSP inter-building fiber cable.
  • Terminating fiber optic cables with LIUs, adapter plates, and associated equipment.
  • Ensuring all fiber optic cables are protected in innerduct and properly sealed.

• Telecommunication Racks: Installation of wall-mounted, lockable telecommunication racks in both buildings to serve as network distribution hubs.

• Cabling: Furnishing and installing Cat 6 Ethernet cabling (outdoor-rated, waterproof, UV resistant, shielded) from the racks to workstations.

• Workstations: Providing standard wall jacks with a minimum of two modular ports, using Cat6A cabling rated for humid environments.

• All work must comply with National Electric Code (NEC), OSHA, ANSI/TIA/EIA, California Building Code, and other PWHO policies.

• Fiber optic testing includes continuity, Power Meter, and OTDR tests, with specified maximum loss limits (e.g., <0.75dB for mated connectors).

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for commercial services to modernize the KALA CRM Fiber Optic and Network at the Cultural Resource Management Facilities located at Kalaupapa National Historic Park, Island of Moloka'i, HI. The acquisition is a Total Small Business Set-Aside.

• Installation of a new structured fiber optic network cable connection from an existing location to a relocated wall rack in the CRM Museum Building to the Secondary Cultural Resource Building.
