Statement of Work (SOW) / Performance Work Statement (PWS)

The Bureau of Indian Affairs (BIA), Rocky Mountain Region Office (RMRO) requires environmental and remediation services at the Juvenile Detention Center in Busby, MT, to address mold and biohazardous waste (rodent feces and urine) due to water line concerns, making the facility non-operational.

Contractor shall provide all necessary supplies, equipment, and labor for site assessment, cleaning, and sanitization of specified areas to make them environmentally safe for housing food and non-food items. Key tasks include:

• Mobilization: Transporting equipment and supplies to a remote location; water may need to be provided by the contractor.

• Area Remediation: Cleaning and sanitizing the kitchen, pantry, other rooms, walk-in freezer, mop room, and freezer entry. This involves biohazardous waste/mold cleaning, washing/vacuuming walls, ceilings, and flooring, applying anti-microbial agents, mounting negative air fans/air scrubbers for 24 hours, and deodorizing with hot thermal fog. Specific requirements for the freezer entry include a hydroxyl generator.

• Site Assessment: Evaluating the severity of mold and rodent feces contamination in all interior areas and crawlspaces.

• Reporting: Submitting a final assessment report and a detailed work plan, including mitigation/abatement recommendations, building repair needs, and cleaning product adherence to USEPA’s Safer Choice standard. The work plan should compare remediation methods and describe restoration to acceptable living standards.

• Implementation: Establishing containment for biohazardous materials, performing mold cleaning/remediation, removing and replacing damaged materials (e.g., drywall, ceiling tiles), and cleaning ventilation ductwork if mold is present.

• Waste Disposal: Providing disposal containers and managing waste according to regulations.

• Clearance Sampling: Conducting sampling if recommended, ensuring no visible mold, damaged materials, or odors remain.

• Final Report: Submitting a summary of completed work with photos, clearance sampling results (if applicable), and operational recommendations for building staff to prevent future mold recurrence.

• All work must be managed/overseen by a Certified Industrial Hygienist (CIH) and performed by qualified personnel.

• Work must adhere to EPA, ANSI/IICRC S520, Safer Choice standards, and OSHA regulations.

• The final report must include a CIH written determination that the facility meets applicable indoor environmental quality standards for safe human occupancy.

• Contractor must provide MSDS sheets for all chemicals used.

• Place: Juvenile Detention Center, 304 Mennonite Church Road, Busby, MT 59016.

• Period: 15 days after award.

• Work Hours: Monday-Friday, 8:00 am to 5:00 pm (Except Holidays).

• TERO Requirements: Contractors must adhere to Tribal Employment Rights Office (TERO) regulations for the Northern Cheyenne Tribe and contact them prior to proposal development.

• Submittals: Final electronic PDF submittals include the Final Site Assessment Report, Work Plan, and Final Work Summary Report.

• Staff Monitoring: Agency employees must monitor contractor staff during operations unless background checks are completed.

• PPE: Workers must be provided with appropriate PPE, including HEPA filters and respirators.
