Sources Sought / Request for Information (RFI)

This notice is a Sources Sought Synopsis to determine the availability and capability of contractors to provide website transformation and operations for knowledge management services related to housing and community development research and program implementation support. The U.S. Department of Housing and Urban Development (HUD) requires these services to enhance knowledge sharing through a modern, agile web system, innovative tools, and relevant content.

The contractor shall assume responsibility for:

• Operations and maintenance of the existing www.huduser.gov and www.hudexchange.info systems.
• Migrating these systems to HUD's cloud infrastructure.
• Modernizing and merging PD&R systems into a single knowledge management system.
• Adopting an information architecture and design system consistent with www.HUD.gov.
• Migrating the system to a www.HUD.gov subdomain.
• Extending the existing HUD User authority to operate (ATO).
• Developing content for publications, outreach, and communications.
• Managing warehousing and order fulfillment.
• Expanding distribution channels and deepening stakeholder engagement.

Specific tasks are detailed in the draft Performance Work Statement, Section 5.

• The contract type is anticipated to be a performance-based service acquisition contract.

• The period of performance will be one base period of 12 months and four (4) 12-month option periods.

• This is an RFI only; it is not a request for proposals.

• Interested vendors must submit a capability statement demonstrating their ability to meet the requirements.

• Generic capability statements are insufficient; responses must directly demonstrate capability and resource marshalling.

• Responses are limited to ten pages.

• The submission deadline is Thursday, April 9, 2026, 2:00 PM Eastern Time.

• Submissions must be sent via email to Monica.Brown@hud.gov.

• The government will evaluate market information to ascertain potential market capacity.

• Based on responses, the requirement may be set-aside for small businesses or procured through full and open competition.

• The applicable NAICS code is 541511 - Custom Computer Programming Services.

• This notice is for planning purposes only and does not constitute an invitation for bids, RFP, or RFQ.

• The government will not reimburse respondents for any costs incurred in preparing or submitting responses.

• No feedback or evaluations will be provided on submissions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To operate, improve, and transform HUD's virtual system for delivering research, data, and program implementation support to recipient organizations and industry stakeholders. The goal is to provide communication services that advance HUD's mission by connecting research and policy to practice.

This contract covers comprehensive systems development and operations for HUD User and HUD Exchange. Key areas include:

• Content Development: Creating content (text and graphics) for publications, outreach, and communications; supporting PD&R's information and dissemination efforts; managing clearinghouse components.
• Information Dissemination: Managing information services for public access to research, timely distribution of materials, and executing marketing efforts.
• Hosting, Operations, and Maintenance: Administering and securing PD&R KMSS, performing maintenance, and ensuring continuous digital content updates. This includes implementing web enhancements and integrating new technologies.
• System Transformation: Migrating content management systems, rebuilding web applications, migrating to a government-owned cloud environment, and redesigning the system.
• Project Management: Developing and maintaining a Management Work Plan, and preparing Monthly Progress Reports.

Performance standards are detailed throughout the document, covering areas such as transition timelines, content delivery, website availability, security compliance, and reporting. Specific metrics include response times for technical support, delivery timelines for various deliverables, and system availability percentages.

• Performance Period: One base period of 12 months and four (4) 12-month option periods.

• Place of Performance: Contractor's facility.

• Section 508 Compliance: All deliverables and services must comply with Section 508 accessibility requirements.

• Information Security Protocols: Services must comply with applicable federal information security protocols, including NIST standards and FISMA.

• Access to HUD Information Systems: Contractor employees require background investigations.

• Continuity of Operations: Compliance with HUD's Continuity of Operations policies.

• Project Planning and Management: Adherence to HUD's IT Management Framework and PPM Life Cycle.

• Non-Personal Services: The Government will not supervise contractor employees or control their methods.

• Transition-In/Out: Requirements for orderly transition of services and knowledge transfer.

Sources Sought Notice / Request for Information (RFI)

This notice is issued by the U.S. Department of Housing and Urban Development (HUD) for market research purposes to determine the availability and capability of contractors to provide website transformation and operations for knowledge management services. The work involves operating and maintaining existing systems (www.huduser.gov, www.hudexchange.info), migrating them to HUD's cloud infrastructure, modernizing and merging systems, adopting HUD.gov design standards, and extending an existing Authority to Operate (ATO).

• Contemplated place of performance: Contractor's facilities.

• Contemplated period of performance: One base period of 12 months and four (4) 12-month option periods.

• This is an RFI only, not a solicitation. Submissions are voluntary.

• Interested vendors must submit a capability statement demonstrating commercial solution and technical experience relevant to the scope, complexity, and magnitude of the requirement.

• Generic capability statements are insufficient; responses must directly demonstrate the company's ability to perform the tasks.

• Responses are limited to ten pages and must include specific company information (name, address, contact details), business size and status (NAICS 518210), DUNS number, CAGE code, UEI, company structure, SAM registration, GSA Schedule information, and details on government-approved accounting systems.

• Teaming arrangements are acceptable.

• Submissions must be non-proprietary.

• The government will evaluate market information to ascertain potential market capacity.

• Based on responses, the requirement may be set-aside for small businesses or procured through full and open competition.
