Scope of Work
HUD PD&R requires comprehensive systems development and operations for its existing HUD User and HUD Exchange platforms. The contractor will be responsible for:
- Operations and Maintenance: Sustaining www.huduser.gov and www.hudexchange.info.
- System Transformation: Migrating existing systems to HUD's cloud infrastructure, modernizing and merging them into a single knowledge management system, adopting www.HUD.gov design standards, and migrating to a www.HUD.gov subdomain. This also includes extending the existing HUD User Authority to Operate (ATO).
- Content Management: Developing content for publications, outreach, and communications; managing warehousing and order fulfillment; and expanding distribution channels.
- Project Management: Adhering to HUD's IT Management Framework and PPM Life Cycle, and ensuring quality control. All services and deliverables must comply with Section 508 accessibility requirements and applicable federal information security protocols (NIST, FISMA).
