Statement of Work (SOW) / Performance Work Statement (PWS)

To remove water from the interstitial space of a designated 5,500-gallon fuel tank in Building 6 at Koke'e Air Force Station, mitigating risks such as corrosion and fuel degradation, and restoring the tank to federal EPA compliance for fuel storage tanks.

• Furnish all labor, management, supervision, engineering, tools, materials, equipment, and transportation necessary for water removal.

• Assess the interstitial space to determine water volume, access points, and removal methods.

• Deploy appropriate pumping, extraction, or vacuum systems to safely and effectively remove all water without damaging tank structures, coatings, or monitoring systems.

• Collect, contain, and dispose of all extracted water in accordance with federal, state, and local EPA regulations.

• Conduct a post-removal inspection to verify complete water removal.

• Sample and test removed water for contaminants (hydrocarbons, microbial growth, sediment) according to environmental regulations.

• Clean and dry the interstitial space to prevent corrosion, microbial contamination, or future water accumulation.

• Remove any sludge, sediment, or debris discovered during extraction.

• Apply corrosion-inhibiting treatments if required or recommended.

• Conduct vapor control or degassing operations if necessary for safe access.

• Provide before and after project photos.

• Work must be completed in accordance with current local, state, and federal codes.

• All work must comply with applicable federal, state, and local statutes.

• An Entry Authorization List (EAL) form must be completed and coordinated with the CO and site POC two weeks in advance.

• Access to restricted areas is not required but may occur with Government escorts if necessary.

• Security badges or passes must be obtained, monitored, and returned upon completion or necessity.
