This solicitation is for the procurement of various Kosher subsistence items for the Federal Bureau of Prisons (FDC) SeaTac. The government anticipates awarding a single or multiple firm-fixed-price contract(s).

The solicitation details specific Kosher food items required, including:

• Kosher Tomato Catsup (individual packets)
• Kosher Cereal (Ready to Eat, Wheat, Bran Flakes)
• Kosher Soy Vegetarian Lasagna Meal
• Kosher Jelly (various flavors, individual portions)
• Kosher Peanut Butter (individual packets)
• Kosher Sardines in Soybean Oil (individual pouches)
• Kosher Tuna, Chunk Light in Water (individual pouches)

Each individual package must be marked with the kosher certification hechsher. Bidders must specify packet/package size on their bid. Quantities and performance periods for each item are detailed in the "Schedule of Supplies/Services" section.

• Contract Type: Firm Fixed Price

• Period of Performance: July 1, 2026, to September 30, 2026 (for most items, with specific delivery by June 26, 2026 for some items).

• Delivery Terms: FOB Destination, July 1, 2026, through July 24, 2026, between 7:00 AM and 1:00 PM PST, excluding weekends and holidays.

• Quote Submission Deadline: June 12, 2026, by 2:00 PM Pacific Standard Time.

• Submission Method: PDF format via email to ekramer@bop.gov. No fax, hand-delivered, or mail-in quotes will be accepted.

• Quotes must be valid for 30 calendar days after close.

• Evaluation Factors: Offers will be evaluated based on Price (fair and reasonable), Past Performance (prior experience), and Technical (Product Offered).

• Anticipated Award Date: On or about June 16, 2026.

• The acquisition is set aside for Women-Owned Small Business (WOSB) at 100.00%.

• Award Basis: Award will be made to the responsible Quoter whose quote conforms to requirements and provides the best value.

• Evaluation Factors:

  • Price: To ensure it is fair and reasonable.
  • Past Performance: Includes prior experience, similar performances, CPARS, and other relevant information.
  • Technical: In the form of the Product Offered (Brand or Manufacturer).

• Multiple Awards: Possible at the government's discretion.

• Pricing: Prices rounded to the nearest cent; shipping/freight charges must be included in the unit price.

• Micro-Purchase Threshold: Quotes totaling less than or equal to $15,000.00 may be passed to the Food Service Department for purchase card use.

• Government Purchase Card: Quoters must confirm their ability to accept purchase card payments for transactions at or below the micro-purchase threshold and provide evidence of processing capability.

• Non-Responsive Quotes: Quotes may be deemed non-responsive if:

  • DUN & Bradstreet UEI number is missing.
  • SAM registration is not current and valid.
  • Other required information is not provided.
  • Item specifications are not met (no substitutions accepted).
  • Line item information is missing or illegible.
  • Offers are conditional (all-or-none).
  • Shipping/freight charges are not included in unit pricing.

• Quote Submission: Legible quotes must be emailed in PDF format to ekramer@bop.gov. Quotes submitted by other means require prior approval. Late quotes will be handled per FAR 52.212-1(c).

This document, "LOCAL DELIVERY REQUIREMENTS - Attachment B," outlines the specific requirements and procedures for contractors delivering goods to the Food Service Warehouse. It details delivery schedules, handling procedures, and product specifications.

• Delivery Schedule: Deliveries are accepted Monday through Friday, 7:00 a.m. to 1:00 p.m., excluding Federal Holidays. No appointments are required. Contractors must aim for complete shipments and understand that undelivered items may be canceled if not delivered within the specified period. Late deliveries without prior approval may negatively impact past performance.
• Delivery Requirements: Deliveries must be palletized. Drivers are required to assist in unloading by moving pallets to the edge of the delivery area, as there is no loading dock. Contractors are responsible for informing their shipping companies of these requirements.
• Additional Requirements:
  • Items must comply with BOP Menu Specifications.
  • Certified religious diet items must be marked with a Kosher Symbol.
  • Non-frozen perishable foods must be delivered between 34°F and 40°F.
  • Canned goods must be delivered above 34°F and not frozen.
  • Frozen foods must be delivered at 0°F or below.
  • Products showing signs of prior thawing will be refused.
  • All items are subject to close inspection.
  • Receipt may be conditional for up to three (3) days for examination and testing.
  • Conditionally received items found unacceptable must be picked up by the vendor within two (2) weeks of notification, or they will be disposed of by warehouse staff.
• Partial Payments: Not authorized.
• Invoicing: Submit a single invoice for all delivered and accepted items to SET-BusinessOffice-S@bop.gov. Payments will be made via Electronic Funds Transfer. Purchase Cards will not be used for purchases above $15,000.00.
• Small Business Vendors: Must self-certify their small business status on all invoices.
