Justification for Other Than Full and Open Competition (J&A)

• Phase JFA-70Xi Freeze Point, Viscosity, Density Analyzer

• Herzog HVM 472 Auto Viscometer (multiple units)

• Antek ElemeNtS Total Elemental Combustion Analyzer (multiple units)

• Lindberg BF51766A Box Furnace

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive preventative maintenance, calibration, and certification services for specialized analytical instruments used by the Commander Navy Installation Command Joint Base Pearl Harbor Hickam (CNIC JB) Fuels Department Laboratory. The goal is to ensure the accuracy, reliability, and continuous operation of this critical equipment.

• Perform one scheduled on-site Preventative Maintenance (PM) and calibration service per instrument, per year.

• Provide as-needed, on-demand service calls for troubleshooting, repair, and unscheduled calibrations.

• Cover all travel, shipping, parts, and labor costs for required repair services.

• Install all applicable software, firmware, and system updates released by the manufacturer.

• The contractor shall provide a complete care service plan for each instrument, ideally the manufacturer's most comprehensive service package.

• A supplementary kit of common consumable materials and spare parts will be provided by the contractor.

• All work must be performed in a professional manner by trained and certified personnel.

• A Preventative Maintenance Check List must be completed for each instrument serviced.

• Field reports are due no later than five (5) business days after performance, including a completed checklist, description of work, list of parts replaced, final operational status with calibration certificate, and recommendations.

• The contractor must implement and maintain a Quality Control Plan (QCP).

• Place of Performance: CNIC JB Fuels Department Laboratory, Joint Base Pearl Harbor Hickam, Oahu, Hawaii 96860.

• Work Hours: Monday through Friday, 7:30 A.M. to 4:00 P.M., excluding Federal Holidays.

• Period of Performance: Base Period: 18 June 2026 - 17 June 2027.

• Contractor personnel must be US Citizens or US Nationals.

• Security requirements include obtaining a Department of Defense Common Access Card (DoD CAC) and potentially undergoing background investigations depending on IT access levels.

• Contractor employees must clearly identify themselves as contractor employees and not DoD employees.

• Contractor personnel shall not manage, supervise, or task DoD civilian employees or military personnel.

• Government will not provide any material, services, equipment, or facilities. Utilities may be utilized, but damages are the contractor's responsibility.

• Contractor must report labor hours via a secure data collection site.
