Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the Lake Alva CG opportunity, clarifying aspects of the project scope, contract overlap, and material disposal.

• Logging Contract Overlap: The Richmond Sale is active until October 2028, with operational periods between September 15th and May 21st in 2026, 2027, and 2028. While most of the water system replacement could occur simultaneously with timber work, it would be difficult to do simultaneously with the limited operating periods that restrict timber operations when the campground is open.
• Material Removal: Unburnable material, including root balls and tree trunks, must be removed. Suitable firewood material and burnable material may be left on site in neat piles that do not interfere with campground activities. The Forest Service can designate a waste area within ten miles, and stump disposal may require burial on National Forest lands.
• Fusion Methods: Socket fusion is an acceptable method for pipe joining, as it is listed in Section 2.4.A of the specifications alongside compression and butt fusion.
• Backfill Material: Any bedding material meeting specification requirements is acceptable. Native soil can be used if it meets these requirements.
• Topsoil: Salvaging existing topsoil is acceptable. Contractors can save the top few inches of existing topsoil and replace it upon project completion.
• RV Host Sites: These sites will be available for use when the host vacates for the season, even if the campground is closed during its normal operating season.

Responses clarify material handling, acceptable construction methods, and site usage, which may influence bidder approaches to project execution and cost estimation. A question regarding contractor closure of the campground remains unanswered but will be addressed before the quote deadline.

Statement of Work (SOW) / Performance Work Statement (PWS)

• Replacement of the existing water system, electrical system, and repaving a loop of the campground.
