The Indian Health Service (IHS), under the Department of Health and Human Services, is soliciting proposals for the Lame Deer Heliport and Concrete Support Structure Remediation project at the Northern Cheyenne Health Center in Lame Deer, Montana. This project involves the complete replacement of a failing heliport and structural concrete remediation for the ambulance bay, emergency entrance, and loading dock. This is an Unrestricted, Full and Open Competition with an estimated construction magnitude between $1,000,000 and $5,000,000. Proposals are due by May 20, 2026, at 3 PM Mountain Time.
Scope of Work
The project requires the full demolition and reconstruction of the existing heliport, including associated airfield concrete work, sidewalks, ramps for patient transport, and an electrical lighting system suitable for nighttime and low-visibility operations. It also includes replacing the heliport safety fence, access gates, and associated site improvements. Structural concrete remediation is necessary for the ambulance bay, emergency entrance, and loading dock, involving new beams, columns, and concrete flooring. Additionally, a crawlspace HVAC system will be installed to reduce humidity. Detailed specifications for pavement marking (Item P-620) are provided, covering surface preparation, paint application, and performance standards.
