Statement of Work (SOW)

To manage and perform landscaping and lawn care services at the National Weather Service Office in Ruskin, FL.

• Exterior Grounds Maintenance: Includes lawns, native grass areas, gravel, plant beds, parking lots, walks, driveways, and curbs.

• Services: Mowing, edging, grass/weed trimming, debris removal, fertilizer application, trimming and pruning, weed control, fire ant control, and mulch replacement.

• Materials: Contractor must provide all labor, tools, equipment, supervision, herbicides, and transportation. All products used must be environmentally friendly, non-toxic, biodegradable, and made from renewable sources where possible. Material Safety Data Sheets (MSDS) for all products must be provided for approval.

• Debris Disposal: Grass clippings and other debris must be removed and disposed of offsite. Paved areas must be cleaned after each mowing.

• Services must be performed to present a neat and well-maintained appearance.

• Defect correction: Government may require re-performance or price reduction if services do not conform to requirements.

• Personnel: Contractor must remove unsatisfactory personnel. Strict discipline and good order must be maintained.

• Compliance: Adherence to all applicable municipal, State, and Federal regulations, including pesticide control laws. Personnel handling pesticides must be certified and licensed.

• Location: National Weather Service Office, 2525 14th Ave SE, Ruskin, FL 33570.

• Period of Performance: Base Period (Date of Award through 05/31/2027) with four one-year option periods extending through 05/31/2031.

• Work Hours: Approved hours for services are 10 am to 5 pm.

• Licensing/Certification: Offerors must include certification/license for employees handling pesticides with their offer package.

• Reporting: Contractor must complete a service ticket for each site visit, signed by the site manager, to accompany monthly invoices.

• Holidays: Contractor must observe specified Federal holidays.

• Site Closure: Contractor to contact MIC for guidance during site dismissals or closures.

• Security: C&A Requirements (Clause 73) do not apply; no Security Accreditation Package is required.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for non-personal landscape services for the National Weather Service (NWS) Weather Forecast Office (WFO) in Ruskin, FL. The government intends to award a single firm-fixed-price purchase order on an all-or-none basis.

• Provision of non-personal landscape services, including all labor, equipment, and materials.

• Services are to be performed at the NWS WFO in Ruskin, FL.

• Compliance with the attached Statement of Work (SOW) and Wage Determination 2015-4571, Revision No. 29.

• Products utilized must be green environmental.

• Contract Type: Firm-Fixed-Price Purchase Order.

• Period of Performance: Base Year (Date of Award through 05/31/2027) plus four (4) Option Years (06/01/2027 through 05/31/2031).
