Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive landscape maintenance services for the National Weather Service (NWS) Weather Forecast Office (WFO) in Santa Teresa, New Mexico.

• Maintain approximately five (5) acres of exterior grounds.

• Grounds include rocky, sandy, river rock, native grass, gravel, plant beds, parking lots, walks, and driveways.

• Services are divided into natural desert areas (40%) and manicured areas (60%).

• Manicured areas require regular maintenance.

• Contractor must provide all labor, tools, equipment, supervision, herbicides, and transportation.

• All products used must be environmentally friendly, non-toxic, biodegradable, and made from renewable sources. Material Safety Data Sheets (MSDS) must be provided for approval and kept on file.

• Clean/weed Improved, Semi-Improved Grounds and Native Grassed Areas: Monthly (around the 15th).

• Edging: Monthly (around the 15th).

• Remove Debris/Police Grounds (Manicured Areas): Monthly (around the 15th).

• General Litter Patrol (Natural Desert Grounds): Monthly (around the 15th).

• Trimming and Pruning: Four times a year (February, May, August, November), with flexibility for weather events.

• Weed Control/Preventer: Seven times a year (April-October, around the 15th). Herbicides must be applied by certified personnel.

• Fire Ant Control: Seven times a year (April-October, around the 15th).

• Manicured grounds must appear neat and well-maintained upon completion of monthly services.

• Maintain at least a foot clearance around trees, shrubs, and other obstacles during trimming.

• Ensure no interruption or interference with normal Government business operations.

• Take care not to damage facilities; any damage caused by the contractor will be repaired at their expense.

• Personnel handling pesticides must be certified and licensed.

• Contractor supervisor must enforce strict discipline and good order among employees.

• Observe Federal holidays and any other designated days off work.

• Invoicing will be monthly in arrears via the Invoice Processing Platform (IPP).

• Contractor must notify the MIC or Alternate for guidance in case of site dismissal or closure.
