Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Paintball Concessionaire services on Joint Base Langley-Eustis (JBLE), Langley Air Force Base (LAFB), Virginia, ensuring continuous and reliable service to JBLE patrons.

• Furnish all management, transportation, tools, supplies, equipment, and labor.

• Provide a designated Paintball field area, temporary facility, and patron parking.

• Conduct safety briefings for all patrons, including game rules, boundaries, hazards, and emergency procedures.

• Provide referees to ensure adherence to game rules and safety.

• Ensure patrons follow safety protocols, including gun safety and barrel plugs.

• Maintain cleanliness of the Paintball field and surrounding areas.

• Secure all supplies and equipment after play.

• Schedule Paintball/Airsoft activities and provide schedules to the Quality Assurance (QA) two weeks in advance, with updates for any changes.

• Collect all rental and resale fees.

• Obtain QA approval for usage of the field outside normal duty hours, including for special programs and promotions.

• Maintain emergency communication equipment at the field.

• Provide promotional advertisements, points of contact, and pricelists.

• Resolve conflicts between the Concessionaire and park patrons.

• Schedule to be provided to QA two weeks prior to date of play and updated upon any changes.

• Promotional advertisement to be provided within 5 business days of Contract Award.

• Hours of Operation: Normal hours are 0730 to 1630 EST, Monday through Friday, excluding Federal Holidays. Availability outside normal hours may be required.

• Place of Performance: Bethel Recreation Area 123 Saunders Road Hampton VA 23666.

• Equipment and Supplies: The concessionaire is responsible for providing and having access to rental equipment and supplies including, but not limited to: cash register, 150 Paintball markers, HPA tanks, CO2 tanks, ASTM certified goggle systems, repair kits, paint (field, mid-grade, premium), inflatable systems, obstacles, air compressor, fire extinguishers, and a vehicle for transport. Retail items for resale include batteries, squeegees, barrel sleeves, and non-alcoholic beverages.

• Compensation: The concessionaire shall pay the NAFI a flat fee of $4,000.00 per month ($48,000.00 annually) for Base Year through Option Year 4.

• Key Control: The concessionaire is responsible for replacement costs if locks and keys are lost or stolen.

Solicitation / RFP / RFQ

This solicitation seeks offers for Paintball Concessionaire services on Joint Base Langley-Eustis, Virginia. The objective is to ensure continuous and reliable service to JBLE patrons.
