Scope of Work

The Government seeks contractors to perform comprehensive depot-level repair to return the Electrical Load Bank to a fully serviceable "A" condition. This includes:

  • Repair Services: Disassembly, testing, bench checking, inspection, troubleshooting, and repair in accordance with applicable technical data, OEM specifications, and industry standards.
  • Component Quality: Use of repair components equal to or superior to Original Equipment Manufacturer (OEM) standards.
  • Compliance: Adherence to OEM performance standards, drawings, manuals, handbooks, and specifications, including T.O. 00-25-234, MIL-PRF-23377J(2), and MIL-PRF-19500N.
  • Reporting: Timely and accurate reporting in Commercial Asset Visibility–Air Force (CAV-AF), including IUID Marking Activity, CDM Monthly Production Report, and Government Property Inventory Report.
  • Performance Standards: Repaired assets must pass DCMA inspection (no more than 1 failure per PO, 100% initial pass), meet Turnaround Time (TAT) requirements (15 days for SURGE, 30 days for MICAP), and contribute to reducing Product Quality Deficiency Reports (PQDRs).
  • Special Requirements: Establishment of a counterfeit electronic part detection and avoidance system, responsibility for Government Furnished Property (GFP), compliance with DoD security and safety regulations, and procedures for Beyond Economical Repair (BER) / Beyond Physical Repair (BPR).

Required Contractor Capabilities

Respondents must demonstrate the ability to perform the described repair services, meet OEM specifications, provide timely reporting, and adhere to TAT requirements. The anticipated period of performance is five (5) years, with the place of performance at the contractor's facility (e.g., ATTI’s facility, Cage Code 0DRX9, as outlined in the draft PWS).
