Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable latrines and hand wash stations to specified locations in Saipan, as needed under a Blanket Purchase Agreement (BPA) Call.

• Provide and service portable latrines (Porta-Johns) and self-contained hand wash stations.

• Deliveries will be made to multiple locations in Saipan, with specific locations and layout coordinated after award.

• Servicing includes daily cleaning, pumping, restocking supplies, and repairs/replacements.

• Latrines must be western-style, free-standing, portable plastic enclosures with a seated chemical toilet, lockable door, and ventilation. Servicing must occur at least daily or more frequently if specified.

• Hand wash stations must be free-standing, self-contained units with a freshwater tank, soap dispenser, and greywater catch basin. Daily servicing includes emptying and disposing of greywater.

• Placement must comply with Air Force health regulations: at least 300 feet from field food operations/dining facilities and natural water sources, and at least 100 feet from lodging/sleeping quarters.

• Contractor must designate a Contract Manager available within one hour of contact.

• Contractor personnel must be proficient in English and obtain necessary permits and licenses.

• Contractor is responsible for grounds restoration if heavy servicing vehicles cause damage.

• Contractor must obtain necessary identification passes for personnel and vehicles for base access.

• An Entry Access List (EAL) with employee names and SSNs must be submitted to the Government POC no later than 3 calendar days after BPA Call award.

• Contractor must maintain a quality control program.
