Statement of Work (SOW) / Performance Work Statement (PWS)

To execute and implement the requirements of the Law Enforcement Officers Safety Act (LEOSA) Credentials Program for the Air Force Security Forces Center (AFSFC).

• Provide personnel, equipment, supplies, and services for the verification and issuance of LEOSA credentials to qualified active, retired, and separated United States Air Force (USAF) personnel.

• Develop and maintain a secure, electronic, web-based application platform for applicants.

• Conduct initial screening and verification of applicant eligibility based on LEOSA criteria.

• Design and produce secure, photographic LEOSA credentials.

• Manage a comprehensive and secure database of all issued LEOSA credentials and associated records.

• Provide replacement credentials for lost or stolen cards.

• Develop and implement a process for handling customer complaints and FOIA requests.

• Application processing and status tracking.

• Background checks and eligibility verification.

• Credential design and printing with specific security features.

• Database maintenance and record keeping for at least five years.

• Timely production and delivery of credentials (within 10 business days of approval, delivered within 5 business days).

• Stringent data security and privacy measures.

• Regular audits and reviews of the database and record-keeping process.

• Robust data backup and recovery plan.

• Reporting on database status quarterly or as requested.

• Complaint resolution process with defined timeframes.

• The work will be performed at the contractor's facility.

• Compliance with 18 U.S.C. 926B, DoDI 5525.12, AFI 31-117, and other applicable regulations.

• Contractor personnel must be available during standard business hours (0700-1700 Monday-Friday, excluding Federal holidays).

• Adherence to Freedom of Information Act (FOIA) and Privacy Act requirements.

• Compliance with Controlled Unclassified Information (CUI) guidelines.

• Designation of a Contract Manager and Contracting Officer Representative (COR).

• Personnel must possess specific skills in database management, investigative services, credential design/printing, and application processing.
