Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for grounds maintenance services at the Koen Federal Building, which houses the Forest Supervisor's Office for the Ozark-St. Francis National Forests in Russellville, AR, and an associated warehouse facility.

• Lawn Mowing: Weekly mowing of all grass areas at both the Koen Federal Building and the warehouse facility during the active growing season (approximately late March until contract expiration). Typically requires four mowings per month. Mowing will be performed during non-business hours (Mon-Fri, 8 a.m. to 5 p.m.).

• Edging and Weed Eating: Edging of sidewalks, driveways, parking lots, and curbs. Weed eating/trimming of grass and weeds along buildings, flower beds, borders, around trees, shrubs, posts, poles, and other areas inaccessible to a mowing machine. Weed eating is not required inside the fenced area of the warehouse facility.

• Shrub Maintenance (Forest Supervisor's Office only): Trimming of shrubs, bushes, and small trees at least twice annually. Heavy trimming is encouraged during November-February. Crepe Myrtles to be pruned in February, Azaleas after blooming. Shrubs and vines must be trimmed away from the building.

• Leaf Removal (Forest Supervisor's Office only): Removal of leaves, twigs, limbs, and other vegetative debris from parking lots, sidewalks, steps, entranceways, basement stairwells, and driveways. This occurs weekly during the growing season and at least twice per month outside the growing season. Includes one Fall/Spring cleanup.

• Debris and Trash Removal (Forest Supervisor's Office only): Weekly removal of trash and debris, including keeping basement stairs and stairwells clean.

• Grass height to not exceed 2 to 3 inches.

• Turf maintenance to favor Bermuda grass.

• All litter and debris must be removed before and after each mowing.

• Grass clippings and debris must be removed from parking lots, sidewalks, steps, entranceways, basement stairwells, and driveways with every mowing.

• Non-selective herbicides may be used for grass and weed control along fences and buildings at the warehouse facility, and for undesirable vegetation in sidewalks, curbs, and cracks at the Koen Federal Building.
