Acquisition Process

The DBtB approach involves:

  • Phase One (RFQ): A qualifications-based competition to select a shortlist of highly qualified offerors.
  • Phase Two: Shortlisted offerors will receive a draft Request For Proposals (RFP) and participate in one-on-one proprietary meetings to develop the final scope within the budget ceiling. A final RFP will then be issued.
  • Evaluation: Award will be based on a best value determination in accordance with FAR Part 15.
  • Requirements: Subject to the Buy American statute, WTO Government Procurement Agreement, and Free Trade Agreements. A Project Labor Agreement (PLA) is anticipated.
