The primary challenge involves a "white-glove" transition from the current Canvas LMS, ensuring 100% mission continuity and minimal disruption. The system must support approximately 3,000 student seats annually, operate 24/7 for a globally distributed student base, and migrate about 5 years of course data for 11,000 students.

Respondents should detail capabilities in:
- Transition and Data Migration Strategy: A "white-glove" methodology for migrating 10-15 complex courses and user data from Canvas LMS, including project timelines and assessment of government effort. Migration should occur with minimal structural adjustments to existing, policy-mandated courses. Contractors can be granted Full Administrative API access or a SQL database export from Canvas with government oversight. A full or phased cutover is preferred.
- Replication of "Catalog" Workflow: Provide an identical or superior user experience to the current Canvas "Catalog" feature for global registration and firewall mitigation.
- Mission Continuity and Policy Compliance Guarantee: Strategies to ensure 100% training continuity during transition, detailing technical approaches and contractual Service Level Agreements (SLAs).
- Rough Order of Magnitude (ROM): Comprehensive ROM for a base year and four option periods, covering annual software/platform licensing, one-time/recurring migration/transition costs, and training/support.
- System Integration: Required integrations with other systems (e.g., HRIS) for course registration, certificate generation, and metric monitoring. The proposed LMS will be the final system of record and does not need to bi-directionally sync completion data with other HR databases.
- Technical Specifications: Current courses use SCORM files (LMS needs to embed, not create). Hosting security requires unclassified commercial SaaS, with FedRAMP High authorization being sufficient. CAC authentication is not exclusively required.
