Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a 750kW (Minimum) emergency diesel generator (EDG) to serve as part of an emergency power supply system (EPSS) for the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The EDG will provide primary power and/or standby backup power.

• Provide a 750kW EDG with specific electrical ratings (460VAC nominal, 3-phase, 60 Hz) and a brake horsepower rating less than 2,000.

• The EDG must be certified and marked according to specified references (40 CFR 63 Subpart ZZZZ, NFPA 70, NFPA 110).

• The generator must be capable of voltage adjustment within 10% of nominal and manual temporary adjustment while running.

• Features required include reverse power trip capability, a main output circuit breaker, and output bus bars accommodating specific cable sizes.

• Automatic notification functions for standard alarm, engine running, 'not in auto' status, and generator breaker closed are required.

• Local and remote electrical start features are necessary, with remote start capability detailed in Chapter 5.6.5 of reference 2.3.

• Specific starting equipment, maintenance-free starting batteries, a float-type battery charger, and water jacket heaters are required.

• A non-resettable hour meter and an integrated double-wall fuel tank (16-hour full-load run time) are specified.

• The EDG must have a battery-powered control and indication system with visual/audible alarms and automatic shutdown capabilities for various fault conditions.

• All components must be housed within a NEMA 3R ISO enclosure with specific features like crane lift points and secondary containment.

• Pre-delivery maintenance includes new batteries, replacement of air/fuel filters, hoses, belts, and oil/filter change.

• A load test of the EDG to a minimum of 80% of full load for one hour is required.

• Diesel fuel in tank for a 15-minute delivery test.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a 750kW (Minimum) emergency diesel generator (EDG) on a rental basis to serve as part of an emergency power supply system (EPSS) for Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The EDG is intended for primary power and/or standby backup power, with expected run time of less than 50 hours per calendar year (excluding emergency run time).

• Provide a 750kW EDG with specific electrical ratings (460VAC nominal, 3-phase, 60 Hz) and a brake horsepower rating less than 2,000.

• The EDG must be certified and marked according to specified references (40 CFR 63 Subpart ZZZZ, NFPA 70, NFPA 110).

• The generator must be capable of voltage adjustment (permanent within 10% of nominal, manual adjustment while running).

• Must include integral lockout means to prevent operation while lockout is in place.

• Must trip off-line due to reverse power conditions, with sensitivity coordinated between PSNS & IMF and the vendor.

• Equipped with a main output circuit breaker capable of 900-ampere continuous current.

• Output bus bars must accommodate specific cable sizes (two 800 kcmil or three 500 kcmil type W cables per phase).

• Automatic notification functions for standard alarm, engine running, 'not in auto', and generator breaker closed status.

• Local and remote electrical start features, initiating diesel start and assuming rated load within 10 seconds.

• Remote start capability with specific contact features and wiring requirements.

• Starting equipment per Chapter 5.6.4 of reference 2.3, including maintenance-free starting batteries and a float-type battery charger.

• Water jacket heater(s) and a non-resettable hour meter.

• Integrated fuel tank (double wall UL 142 compliant) sized for 16 hours of full-load run time, capable of refueling while the engine is operating.

• Battery-powered control and indication for alarms, visual indication, and automatic shutdown (including specific alarm and indication types).

• All components housed within a NEMA 3R ISO enclosure with specific lifting and containment features.

• Electrical enclosures and bus work to be free of contaminants.

• Conduct maintenance prior to delivery: new batteries, replaced air/fuel filters, replaced hoses/belts, and new oil/filter.

• Perform load test of EDG to a minimum of 80% of full load for one-hour.

• Diesel fuel in tank for 15-minute delivery test.

• Fuel analysis certification (clear and bright, not exceeding 15 mg/L particulate).

• Certification of maintenance completion.

• Operation and Maintenance manual.

• Environmental Protection Agency (EPA) off-road certification.

• One-hour on-site training for EDG connections, operation, and familiarization.
