Quick Summary
The General Services Administration (GSA), through its PBS Office of Leasing, is seeking competitive lease proposals for office space in a delineated area of Denver, Colorado. This Request for Lease Proposals (RLP) #25REG08 aims to secure 20,705 to 21,740 ABOA square feet of move-in ready, second-generation office space for a 17-year lease term (15 years firm). The procurement will follow a Lowest Price Technically Acceptable (LPTA) evaluation, with a critical emphasis on the offeror's ability to meet a stringent post-award schedule. Offers are due by April 7, 2026, at 8:00 PM EST.
Scope of Work & Requirements
The opportunity requires office space with a Facility Security Level (FSL) II. The space must be contiguous on a maximum of two floors and include specific breakdowns: 11,397 ABOA SF for 27 private offices and 105 workstations, a 1,313 ABOA SF conference room, a 2,400 ABOA SF training room, a 600 ABOA SF reception area, 330 ABOA SF for file rooms, a 750 ABOA SF server room, and 3,915 ABOA SF for additional auxiliary space. The government is seeking space requiring minimal construction, primarily interior reconfigurations, to reduce costs and support the required post-award schedule.
Location
The required office space is within a specific delineated area in Denver, Colorado. This area is precisely defined by a route starting from the intersection of SR-88 and SR-177, extending east on SR-88, E. Belleview Avenue, north on S. Yosemite Street, east on E. Union Avenue, northeast on E. Cherry Creek Dam Road, south on SR-83, west on Lincoln Avenue, northwest on S. University Boulevard, and north on SR-177 back to the origin. A detailed map and description are available in the "DENVER DELINEATED AREA MAP.pdf" attachment.
Contract Details & Financials
The lease term is 17 years, with 15 years firm. The amortization term for both Tenant Improvements (TI) and Building Specific Amortized Capital (BSAC) is 8 years. A Tenant Improvement Allowance of $56.59 per ABOA SF and BSAC of $12.00 per ABOA SF are specified. Parking requirements include 2 reserved spaces for official government vehicles and visitor spaces per local code.
Evaluation & Submission
This is an LPTA procurement. Offerors must demonstrate the ability to meet the required Post-Award Schedule, which details a 215-working day timeline from lease award to government acceptance for design and construction. Submittal requirements include a Schedule Feasibility Narrative outlining assumptions, resources, approach, risks, and mitigation strategies, as well as Evidence of Capability (identifying A/E and at least two General Contractors). Failure to meet these requirements or submit materially complete/conditional items may result in a "Technically Unacceptable" rating. Existing systems furniture may be accepted at no additional cost but is not a requirement for technical acceptability.
Offers must be submitted through the GSA Leasing Portal (https://leasing.gsa.gov) during the Open Period (1st-7th of each month, closing 8:00 PM ET). Required deliverables with the offer include photos of the space, PDF and CAD floor plans, and proof of authorization to represent the owner or proof of ownership. SAM registration is required. Subleases will not be considered.
